CALL TO ORDER Chair, Barbara Eubanks called the meeting to order at 8 a.m. II. APPROVE MINUTES FROM SEPTEMBER 1, 1998 REGULAR CALLED MEETING MOTION: Warren Johnson moved to approve the Minutes from September 1, 1998 as presented. Tess McKeown seconded and the Motion carried 6 for 0 against. Page 2 Allen Arts Alliance Board Meeting October 3, 1998 III. WORKSHOP: Focus Group Summation The following information was taken from the notes recorded at each Focus Group meeting. Question 1. What are three important things that would give Allen a strong arts image? Art Gallery Facility Community/Children's Theater, Education Performing Arts, Informal Group Facility Cooperative Programs/Studio AAA - Visiting Artists Symphony - Arts Festival Theater in Park Outdoor Sculptures in Parks Schools CCCC ACO Public Ar[ Sculpture Garden Color Program Therapeutic Art Entry Art Contests Tree Planting Landscaping Video/Film Better Utilization of Existing Facilities City Hall Amphitheater Promotion/Publicity Schools to encourage participation/exposure to the arts (integration) AAA Logo on all arts stuff Visual Identifiers Pocket Parks Entry Art { Art Creates History r Page 3 Allen Arts Alliance Board Meeting October 3, 1998 Question 2: How will art projects enhance the quality of life in Allen and contribute to making it a more pleasing place to live9 Unification Provides Balance Link Between Arts and Education and Real Life High Touch/High Tech Confidence Reduce Intimidation People Can Become Well Rounded Economic Development Lure Others to Allen Incentive for Continuous Growth Bring Money into Community Develops Youth/Provides Outlets Brings Enjoyment for the People Provides Equal Access Quality of Life Aesthetics Makes the difference between just living in a suburb and living in a special place. Question 3: How do you feel about funding for the arts? Transient Population Bedroom Community Volunteers/good leaders willing to stay with it Apathy Competition from Similar Events Nearby Funding Start -Up Costs Reaching Community Consensus Definition of Art Good Facilities Lack of Understanding Attitude that Arts are Frivolous Business Case Mentality Lack of Diversity Newness of the arts effort Art should not be censored - but controlled Question 5: What role should the City of Allen play in promoting the arts? Name Bricks Corporate Sponsorship Matching Funds Where is the rich guy? City Funding Fee Based Workshop Bike/Run/Walk Fun Runs Foundations and Grants Hotel/Motel Tax Percent for Arts "Pay Entry" Events Battle of the Bands "United Way" Concept Question 6: What other suggestions do you have for a comprehensive art plan for the City of Allen? Events Festivals Battle of the Bands Adult/Teen/Children Contests Football Throw Page 5 Allen Arts Alliance Board Meeting October 3, 1998 After a brief review, it was determined that the following issues only came up once or rarely, so they were listed separately Scholarships Murals Cooperative with DSO Business to purchase local art works Create unique opportunities and architectural standards Art on Loan Visioning Mr. Art Lacy led the group through a discussion of where they wanted to see the process go from here Following a brief discussion, the following steps were outlined along with expected dates of completion. 1. Create a progress report to the City Council - 11/5/98 Following a brief discussion, it was determined that the next meeting of this Board should be on October 14, 1998, beginning at 5:30 p.m. to review the scheduled report to City Council. Miscellaneous Board Information Chair Barbara Eubanks announced to the Board that her employer (Collin County Community College District) has made an announcement regarding the possibility of an early retirement program. Barbara told the members that should this be implemented, she would choose the early retirement package and she and her husband are planning to leave Allen. Barbara told the members that this might occur in August - September of 1999 She felt the Board should have this information since they were beginning to make some long-term plans that might involve a different leader. IV. DISCUSSION ON 1999 ARTS A LA ALLEN EVENT 2. Use data to form a questionnaire - 11/15/98 3. Vision Statement - 11/5/98 4. 5 Create a Master Plan - 2/1/99 Plan Implementation - On -Going 6. DISCUSSION ON 1999 ARTS A LA ALLEN EVENT Page 6 Allen Arts Alliance Board Meeting October 3, 1998 Chair Barbara Eubanks informed the Board that she has spoken to Sandy McGowan on several occasions regarding the possibility of the Allen Arts Alliance joining forces with the Allen USA Celebration and holding the event on the same day Barbara reported that Sandy indicated she thought that would be a good idea, and encouraged the Board to consider this as an option Following a brief discussion, the following Motion was brought forward: MOTION: Gregg Layton moved that the Allen Arts Alliance Board join forces with the Parks and Recreation Department to hold the `Arts a In Allen" event in conjunction with the "Allen USA Celebration" to be held on June 26, 1999 Lori Fairchild seconded, and the Motion carried 6 for, 0 against. MOTION: Evelyn Dawson moved to create an ad hoc committee to organize the Arts a In Allen event. Gregg Layton seconded, and the motion carried 6 for, 0 against. Gregg Layton volunteered to Chair the ad hoc committee, and suggested several people who are active in the community be contacted as members of this committee. V. FUTURE AGENDA ITEM REQUESTS Marketing of the City of Allen VII.
