The motion carried. 2) New Staff Introductions Carrie Cessna, Recreation Services Manager introduced Joey Ramos the new Athletic Program Supervisor. Parks and Recreation Director, Tim Dentler then introduced Kim Gillard as the new Account Technician at Allen Events Center and Timmy Vessakosol who was promoted to the Supervisor of the Allen Community Ice Rink. 3) Allen USA Update Anthony Hill, Resource Development Manager opened by briefly recapping the 2012 Market Street Allen USA Celebration and then moved on to announce the entertainment for this year which will include Disney's Dylan Synder, Emerald City and Dennis DeYoung. Sponsors include Market Street, Texas Health Allen, David McDavid Honda of Frisco and Harley Davidson. Changes this year include a Kite Zone replacing Cabelas and an increase of 4 shuttle buses. Also, security will be increased following the Boston Bombing including additional staff training and an emergency plan similar to the bad weather evacuation plan. 1 4) Watters Branch Community Park Design Update Mr. Dentler shared that there is currently no funding in place for this project. Bonds have been authorized but have not yet been sold. The design phase moved forward due to a potential rugby partnership. Consultants from Dunaway Associates then presented the masterplan concept drawings they prepared for this community park. The masterplan included softball fields, multi -use fields, picnic shelters, batting cages, horseshoe pits, a nature themed play area and soft running trails. The consultants then took questions from the Board and addressed layout concerns. 5) Greenville Heights Park Improvements Park Planner, Paul Naughton and Director Dentler met with the Homeowners Association for the Greenville Heights neighborhood located adjacent to Marion Elementary and the Silhouette neighborhood. The HOA has raised $3500 that they would like contribute to park improvements including the addition of a small pavilion. The department has allocated additional funding to make the addition of the small pavilion possible, as well as the addition of a picnic table and bench as well as the trimming of foliage and removal of dead trees. 6) Ad Hoc and Sub -Committee Reports Member Davidson reports that the Ad Hoc Committee on Heritage Village met three times and will present their recommendations to the CDC Board on May 20 and then following to City Council. 1-1 I Parks and Recreation Board Minutes May 13, 2013 Page 3 7) Annual Board Evaluation Discussion Chair Jones announced that the City Secretary's Office has sent the annual board evaluation out and requested that board members respond via email with their thoughts on qualities that are important for future board members to possess. 8) Project Updates Collin County Grant funding was used to further conceptual design for Molsen Farm. Halff Associates will be handling the design and will be working diligently to keep it within the identity and character of Molsen Farm. Twenty-five projects have been submitted for CDC consideration including the Heritage Village restroom project, various trail connections and the construction of additional office space at Joe Farmer Recreation Center. 9) Items of Interest [Board announcements regarding local civic and charitable events, meetings, fundraisers, and awards.] a) Items for Future Agendas: Meeting at Allen Event Center, Senior Advisory Appointments, Fees Discussion b) Next Parks and Recreation Board Meeting Monday, August 12, 2013 at 7:00 p.m. 10) Adjourn Libby Jones, Chair, Parks and Recreation Board Motion: Upon a motion by Board Member Davidson a second by Board Member Losavio, the Board voted five (5) for and none (0) opposed to adjourn the meeting.
