1) Call to Order and Announce a Quorum is Present
With a quomm of the Parks and Recreation Board present, Chair Losavio called
the meeting to order at 7:03 p.m, on Monday, November 10, 2014, in the
Community Room of the Municipal Court and Parks and Recreation
Administration Building at 301 Century Parkway, Allen, Texas.

1 2) Receive Public Input on the Orchards Neighborhood Park Concept DesignPark
Planner, Laura Demos gave background on this park location and in conjunction with
David Shipp of Lanarc Design, Inc. presented the concept plan for Orchards
Neighborhood Park. The plan included two playgrounds (2-5 year old and 5-12 year
old), swings, pavilion and tables.
Following the presentation the floor was opened to citizen question and comment.
Comments included concerns regarding traffic flow, lighting and drainage issues, but
overall the concept plan was well received by those present.
3) Election of Officers
Chair Losavio, opened the floor for nominations of Chair, Vice -Chair and Secretary.
After a short discussion, the following motion was then made.
Motion: Upon a motion by Board Member Larry Holley and a second by Board
Member Davidson, the Board voted seven (7) for and none (0) opposed to
reappoint Tricia Losavio as Chair, John Holley as Vice -Chair, and Tony
Airhan as Secretary. The motion carried.
1 4) Appointment of Two Members to Serve on a Fees Sub -Committee
Chair Losavio appointed member Davidson and member Vizcaino to serve on this
committee.
5) Approve Minutes of the September 22, 2014 Called Meeting
Motion: Upon a motion by Member Davidson and a second by Member Vizcaino
the Parks and Recreation Board voted seven (7) for and none (0) opposed to
approve the minutes from the September 22, 2014 Called Meeting. The
motion carried.
6) Staff Introductions
New staff members were introduced as follows:
Ashley McInnis, Center Supervisor, Joe Fanner Recreation Center
Quinn Ray, Center Supervisor, Don Rodenbaugh Natatorium
Brian Stovall, Assistant Manager, Allen Event Center
Randy Thompson, Park Planner, Parks and Recreation

7) Ford Pool Master Plan Update
Assistant Director Lori Smeby reviewed the concepts previously presented to the
board and then introduced Concept 4 which includes amenities similar to the earlier
concepts such as play structures and slides, shade structures, a pool house and lap
Imes but allows the project to remain within the desired budget. The CDC will
conduct a public hearing in mid-January and then the design contract will go before
City Council in late January. Following its approval, the design phase will begin in
March with construction scheduled to begin in the fall after the pool has been closed
for the season.
S) Trail Marker Program Update
Park Planner, Randy Thompson shared with the board the goals of the trail marker
program which include providing distance markers and way finding signs as well as
providing general trail information to the user. In order to accomplish this, Mr.
Thompson explained that primary trails and trail loops have been defined and will be
assigned a name and a color. He then shared examples of what the mile marker and
way finding signs would look like and that much of the funding for these would be
provided by the Allen Parks Foundation.
1 9) Hot Air Balloon Policy Discussion
Director, Tim Dentler, shares with the board a draft of the Hot Air Balloon permit and
gives a quick background of the recent requests received by the department to use park
property for the take -off and landing of balloons. Staff will select several locations
that could be used and will bring them back to the board at a future meeting for
approval.

Motion: Upon a motion by Board Member Larry Holley a second by Board Member
Auhart, the Board voted seven (7) for and none (0) opposed to adjourn the
meeting at 8:40pm. The motion carried.
