REGULAR MEETING
SEPTEMBER 26, 2000

CALL TO ORDER AND ANNOUNCE A QUORUM:
With a quorum of the Board present, the Sign Control Board was called to order at 7:30 p.m. by
Chairperson Jones at the City Council Chambers, One Allen Civic Plaza, Allen, Texas.
REGULAR AGENDA.
1. Discussion — Sign Ordinance Revisions
The Board reviewed the draft ordinance, and made the following comments:
1. Discussion was held regarding the prohibition of off -premise homebuilder weekend directional
signs. Mr. Eddie Wynn, Sign Placement Services, offered a compromise on behalf of the
homebuilders that would limit the number of signs placed by each budder. He added that
currently homebuilders are placing 150-200 signs each. He suggested limiting that to 40 or 50
signs per builder.
CONSENSUS of the Board was to prohibit the weekend directional signs; however, current
permits would be allowed to expire.
2. Political sign requirements were reviewed and the Board expressed concern that whatever
requirement was placed on the timing of the signs, it should be early enough to allow placement
before early voting and late enough to pass the date for filing. Staff determined that 30 days prior
and 2 days after would cover these issues
3 The requirement for a permit to repair a sign was discussed. The Board indicated that the City
would like to encourage signs to be repaired, and any electrical work that right be involved would

be covered through the Building Code.
CONSENSUS of the Board was to eliminate the requirement for a permit to repair a sign.
The Board discussed the method used to measure the Sign Area for taller buildings, such as an 8 -
story hotel, etc Different calculations were reviewed, as well as the requirements from
surrounding cities. It was noted that 3 additional square feet for each foot in height above 20 feet
in Industrial districts is currently allowed.
CONSENSUS was to allow two additional square feet for each foot in height above 20 feet in
retail and commercial districts.
2. Other Business
Ms. Sukup reviewed the process for conducting a public hearing and noted that speaker cards will
be available for the public. Staff will present a summary of the proposed changes
ADJOURNMENT
MOTION. Upon a motion by Board Member Brown and a second by Board Member Moore, the
Board voted 4 FOR and 0 OPPOSED to adjourn the September 26, 2000, meeting of the
Sign Control Board at 9.50 p.m. The motion carried.
