CALL TO ORDER AND ANNOUNCE A QUORUM.
With a quorum of the Board present, the Sign Control Board was called to order at 7:00 p.m. by
Chairperson Jones at the City Council Chambers, One Allen Civic Plaza, Allen, Texas.
Workshop Session
City Attorney David Dodd reviewed the responsibilities of board members and discussed issues
regarding conflict of interest.
CONSENT AGENDA. (Agenda Item 1-9)
1. Approve minutes of September 12, 2000 Regular Meeting.
2 Approve minutes of September 26, 2000 Workshop Meeting.
3 Consider renewal of Class 4 Temporary Sign for Lennar Homes located at the northeast comer of
Custer Road and Ridgeview Drive in Tract III of Bridgewater Crossing.
4 Consider renewal of Class 4 Temproary Sign for Mercedes Homes located at 1316 Sunderland Ct.
in Glendover Park Addition.
5. Consider renewal of Class 4 Temporary Sign for Lennar Homes located at the southeast comer of
Custer Road and Ridgeview Drive in Tract IV of Bridgewater Crossing.
6. Consider renewal of Class 4 Temporary Sign for Lennar Homes located at 101 Trailwood in the
Momingside Addition.

Consider renewal of Class 4 Temporary Sign for David Weekly Homes located at 103 North Alder
Dnve in the Morningside Addition.
Consider renewal of Class 4 Temporary Off-site Sign for Gehan Homes located at the northeast
comer of Allen Heights Drive and Main Street, for the Parkside Addition.
Ms. Sally Leeper advised that the signs on the consent agenda are in good condition.
The Board removed Item 3 from the consent agenda.
MOTION Upon a motion by Board Member Moore and a second by Board Member Lewis, the
Board voted 5 FOR and 0 OPPOSED to approve Items 1, 2, and 4-9 of the consent
agenda. The motion camed.
The Board discussed Item 3 of the consent agenda and determined that it was not appropriate for the
developer to have two signs at this intersection advertising the same subdivision.
MOTION: Upon a motion by Board Member Spivey and a second by Board Member Moore, the
Board voted 5 FOR and 0 OPPOSED to deny approval of Item 3 of the consent agenda.
The motion carred.
REGULAR AGENDA.
10. Election of Officers
Ms. Sukup advised that the new Allen Land Development Code dictates that the Sign Board elect
a Chair and Vice -Chair only.
Board Member Moore nominated Melanie Jones for the office of Chair With no further
nominations, Melanie Jones was elected Chair by acclamation.
Board Member Lewis nominated Ed Spivey for the office of Vice -Chair.
Board Member Jones nominated Griffith Moore for the office of Vice -Chair.
Upon a vote of 1 for Board Member Spivey and 4 for Board Member Moore, Griffith Moore was
elected to the office of Vice -Chair.
Public Hearing — Consider Sign Ordinance Revisions
Ms. Sally Leeper presented a PowerPoint presentation detailing the process that the Sign Board has used to
complete their annual review of the Sign Ordinance, as well as the recommendations being made at this
time.
Chairperson Jones opened the public hearing, and the following persons spoke
Felicia Flippen, 1306 Lombardy Way, Allen, Texas, stated she was representing Horton Homes. She
expressed concern regarding the weekend directional signs. She noted that new residents have made a
contribution to Allen, and suggested the City continue to allow the weekend signs with more controls be

included on their placement.
Tiffany Tann, 909 Rolling Meadows Ct., Allen, Texas, did not speak, however, filed a speaker card
indicating opposition to banning the directional signs.
Terry Phillips, 1430 Abilene Court, Allen, Texas, representing Ryland Homes in Lost Creek Addition,
requested consideration of the weekend directional signs. She offered a suggestion for a different
requirement establishing a different fee structure such as a per sign fee; limiting the number of signs to 50
or 100.
Eddie Wynn, 4841 Rippy Road, Flower Mound, Texas, owner of Sign Placement Services, suggested that
50 signs be allowed per builder, which would reduce the weekend directional signs by 75% in Allen. He
suggested a higher permit fee. He noted that this requirement will directly affect his business.
Kevin LaFleur, 1413 Tartan Drive, Allen, Texas, stated that he was employed by a homebuilder and
observed that weekend directional signs are very important to the homebuilders.
Sandy Sanders, 920 Tyler Court, Allen, Texas, congratulated the Board on the ordinance and stated she
supported the proposal to prohibit the weekend directional signs. She stated that the placement is erratic.
She noted that the City of Plano had prohibited these signs and the appearance of the City has improved.
With no one else wishing to speak for or against the issue, Chairperson Jones closed the public hearing.
Chairperson Jones discussed the issue of the weekend directional signs and indicated that the Board gave
thorough consideration to the issue. They noted that on one particular weekend, 130 of these signs were
placed at a single intersection. She noted enforcement of the rules of placing the signs has been difficult
and that many of the signs end up in the street and/or leaning over and in disarray.
Board Member Brown discussed issues of fairness with other businesses. He stated that the off -premise
signs are only allowed for homebuilders, and no off -premise signs are allowed for other businesses. He
addressed the issue of tax revenue from different types of development.
MOTION: Upon a motion by Board Member Moore and a second by Board Member Lewis,
the Board voted 5 FOR and 0 OPPOSED, to recommend approval of the revised
Sign Regulations Ordinance with further consideration to be given to the Central
Business District portion. The motion carried.
I1. Other Business
MOTION: Upon a motion by Board Member Brown and a second by Board Member Moore, the
Board voted 5 FOR and 0 OPPOSED to schedule a workshop meeting to consider regulations within the
Central Business District on October 17, 2000, at 7:00 p.m. The motion carred. The meeting will be held
in the Planning Department conference room at Allen City Hall.

Board voted 5 FOR and 0 OPPOSED to adjourn the October 10, 2000, meeting of the
Sign Control Board at 8:30 p.m. The motion carred.
