CALL TO ORDER AND ANNOUNCE A QUORUM:
With a quorum of the Board present, the Sign Control Board was called to order at 7'00 p.m. by
Chairperson Jones at the City Council Chambers, One Allen Civic Plaza, Allen, Texas.
1. Discussion Item — Temporary Open House Signs
Board members requested input from City Attorney David Dodd regarding legal issues on the
subject of realtor open house signs. Mr. Dodd indicated that in his research he noted that there
were other cities that allowed realtor and builder signs from noon Friday to noon Monday. It was
noted that this was the City of Allen's requirements prior to changes made to the Sign Ordinance
in 2000 when the weekend directional signs were eliminated.
Mr. Dodd was questioned as to whether homebuilders and homes for sale by owners could be
separated from realtors with regard to open house signs. He indicated that any regulations
allowing temporary open house signs would need to include homebuilders and for sale by owner
properties, and that you could not distinguish between them.
The Board also discussed what may be perceived as preferential treatment of realtors and
homebuilders as opposed to home-based and small businesses if off-site signs for advertising
were allowed.
After discussion of enforcement and aesthetic issues, Board Member Moore suggested that a

recommendation be made at their next regular meeting to make no changes to the requirements at
this time.
ADJOURNMENT:
MOTION: Upon a motion by Board Member Moore and a second by Board Member Halpin,
the Board voted 3 FOR and 0 OPPOSED to adjourn the May 29, 2002, meeting of
the Sign Control Board at 7:40 p.m. The motion carried.
