CALL TO ORDER•
The Sign Control Board was called to order at 8:15 p.m.
at the City Council Chambers, Allen Municipal Annex, One
Butler Circle, Allen, Texas, by Vice -Chairman Biggs.
The Zoning Board of Adjustment was called to order at 8:15 p.m.
at the City Council Chambers, Allen Municipal Annex, One
Butler Circle, Allen, Texas, by Chairman Karlsruher.
Approve Minutes
Zoning Board of Adjustment
January 13, 1987 (Agenda Item III)
Chairman Karlsruher read the agenda item into the record as
follows:
"Approve minutes of January 13, 1987, Zoning
Board of Adjustment."
MOTION: A motion was made by Board Member Chrisman and seconded
by Board Member Biggs to approve the minutes as presented.

Board Member Cahill submitted a request to amend the minutes.
After discussion, the Board voted on the motion.
The Board voted 3 FOR and 1 OPPOSED (Board Member
Cahill) to approve the minutes as presented.
The question was raised as to whether it would require four
concurring votes to approve the minutes, as is required in
other action taken by this Board.
Board Member Cahill asked the chairman for reconsideration of
the item so that he might change his vote.
MOTION: Upon a motion by Board Member Biggs and a second
by Board Member Cahill, the Board voted 4 FOR and
0 OPPOSED to approve the minutes of the January
13, 1987, meeting of the Zoning Board of Adjustment
as presented. The motion carried.
Consider Action pertaining
to workload of Sign Board
and Board of Adjustment
(Agenda Item IV)
Vice -Chairman Biggs read the agenda item into the record as
follows:
"Consider action pertaining to interrelated workload by the
Sign Board and Zoning Board of Adjustment."
Mr. Bill Petty advised the Boards that Mr. Rick Alexander had
submitted his resignation to both of the boards and City Council
had acted upon that request at the February 5, 1987, meeting.
He advised the Board Members that City Council has determined
that this is an appropriate time to separate the two boards, and
that they had expressed their appreciation to all the members
for their service on both of the boards. City Council has
indicated that each member should be given the opportunity to
choose the Board he would prefer to serve on, and at that time
the Board Member would then submit his resignation to the other
Board.

Board Member Biggs advised he would prefer to remain on the
Sign Control Board and would submit his resignation for the
Board of Adjustment.
Board Member Chrisman advised he would want to take some
time to think about the matter.
Board Member Cahill advised he would prefer to remain on the
Board of Adjustment and would submit his resignation to the
Sign Control Board.
Board Member Karlsruher advised he would prefer to remain on
the Board of Adjustment and would submit his resignation to
the Sign Control Board.

MOTION: Upon a motion by Board Member Chrisman and a second
by Board Member Karlsruher, the Board voted 9 FOR and
0 OPPOSED to adjourn the Allen Sign Control Board at
9:36 p.m.
MOTION: Upon a motion by Board Member Chrisman and a second by
Board Member Biggs, the Board voted 9 FOR and 0 OPPOSED
to adjourn the Zoning Board of Adjustment at 9:36 P.M.

It is understood that the Allen zoning Board of Adjustment is not a court of record,
Allthough its responsibility is one of a Judicial Nature. It is suggested that any

in the minutes be actual as recorded on the tape cassette.

minute introductory speech made by John Cahill"
Mr. Cahill is of the opinion that his speech against the request is as
important to this hearing as was the seven minute presentation of Mrr. Oven Pettit's
Historical review which to attatch.ed to these minutes in its entirety As well as
Mr. Don Rings presentation of some 25 minutes. ( One and one half page summary)
Page Five Paragraph Six is not what John Cahill Said and should be deleted in lieu
of inserting Mr. Cahill's entire seven minute opening statement .
What Mr. Cahill Actually said was" I WENT TO CITY HALL AND'ASKED MR. PETTY TO PUT UP
SOMETHING BEFORE THIS BOARD THAT WOULD FORBID SOLICITATION OF THIS BOARD BEFORE THE
JUDICIAL MEETS IN THIS COUNCIL"

Who suggested and was their a response to this by John Cahill concerning the
the one year waiting period before Mr. Leafgreen could present his case .it is very
important in a judicial matter that the entire question be presented.
