1 CALL TO ORDER:
The Allen Sign Control Board was called to order at 7:30 p.m. by Chairman
Chrisman, at the Allen Municipal Annex, City Council Chambers, One Butler
Circle, Allen, Texas.
Approve Minutes
August 9, 1988 (Agenda Item II)
Chairman Chrisman read the agenda item into the record as follows:
"Approve minutes of August 9, 1988, Regular meeting."
MOTION: Upon a motion by Board Member Leverett and a second by Board
Member Kleinschmidt, the Board voted 5 FOR and 0 OPPOSED to
approve the minutes of August 9, 1988, as presented.

Renewal
General Homes (Agenda Item III)
Chairman Chrisman read the agenda item into the record as follows:

"Consider fifth renewal of Class 4 sign for General Homes located at the
intersection of F.M. 2170 and Violet Drive."
Mr. Del Ferro advised the Board that the sign is in good repair and that General
Homes is still building in this area.
MOTION: Upon a motion by Board Member Kleinschmidt and a second by Board
Member Curtis, the Board voted 5 FOR and 0 OPPOSED to renew the
Class 4 sign for General Homes.

Whitlow Sign Co. (Betz Mall) (Agenda Item IV)
Chairman Chrisman read the agenda item into the record as follows:
"Consider 1st renewal of Class 4 sign for Whitlow Sign Co. located adjacent
to U.S. 75 at Belz Outlet Mall."
The Board discussed the fact that the large Class 5 signs located on the pro-
perty are presently covered with canvas signs that were not permitted. They
further discussed the 8 x 12 billboard type sign located on the property (The
Buys of Texas Are Upon You) that is currently not permitted. Staff advised that
neither of these signs have been permitted. The canvas covers were placed after
the mall closed, and identifies a phone number to contact the owner. The
renewal under consideration at this time is for the leasing agent, Henry S. Miller
Co.
MOTION: A motion was made by Board Member Kleinschmidt and seconded by
Board Member Crowe to deny the request for renewal by Whitlow Sign
Co. representing Henry S. Miller Co.
Further discussion was held by the Board regarding the options available to them
in regard to renewals, and the relationship between Henry S. Miller Co. and the
ownership of Belz Mall.
The Board voted 5 FOR and 0 OPPOSED to deny the request for
renewal.

Whitlow Sign Co. (Belz Mall) (Agenda Item V)
Chairman Chrisman read the agenda item into the record as follows:
"Consider let renewal of Class 4 sign for Whitlow Sign Co. located on S.H.
121 at Belz Outlet Mall."
The Board discussed the fact that the large Class 5 sign facing S.H. 121 has
been covered with the same canvas covering that is on the identical Class 5 sign
facing U.S. 75; however, it has blown down and is on the ground. It was stated
that the mall had placed the canvas covering with the intent to leave it there,
and it is only on the ground at this time because of an act of nature. There
was further discussion as to whether these canvas coverings are legal signs.
Board Member Leverett questioned the length of time that would be allowed to
remove the illegal signs if this renewal is denied, and Chairman Chrisman advised
that the proponent could possibly appeal the decision to the City Council.
MOTION: Upon a motion by Board Member Kleinschmidt and a second by Board
Member Curtis, the Board voted 5 FOR and 0 OPPOSED to deny the
request for renewal by Whitlow Sign Co, representing Henry S. Miller
Co.
At this time the Board discussed the newly adopted ordinance regarding weekend
directional signs and the fact that one person was seen placing these signs
without wearing the reflectorized vest. It was confirmed that the vest is a
requirement of the new ordinance.

MOTION: Upon a motion by Board Member Leverett and a second by Board
Member Kleinschmidt, the Board voted 5 FOR and 0 OPPOSED to
adjourn the September 13, 1988, meeting of the Sign Control Board at
8:15 D.m.
