CALL TO ORDER:
The Allen Sign Control Board was called to order at 7:30 p.m. by Chairman
Chrisman at the Allen Municipal Annex, City Council Chambers, One Butler Circle,
Allen, Texas.
Chairman Chrisman welcomed returning member Bruce Kleinschmidt to the Board.
Approve Minutes

Chairman Chrisman read the agenda item into the record as follows:
"Approve minutes of January 9, 1990."
MOTION: Upon a motion by Board Member Crowe and a second by Board Member
Hall, the Board voted 5 FOR and 0 OPPOSED to approve the minutes
of January 9, 1990, as presented.

Renewal
NEC Bethany/Prestige (Agenda Item III)
Chairman Chrisman read the agenda item into the record as follows:
"Consider 5th renewal of Class 4 Temporary Promotional on-site sign located
at the northeast corner of Bethany Drive and Prestige Circle (Paragon) for
Texas Advertising Company."
Mr. Del Ferro advised the Board that the sign is in good condition.
MOTION: Upon a motion by Board Member Kleinschmidt and a second by Board
Member Crowe, the Board voted 5 FOR and 0 OPPOSED to approve the
5th renewal for agenda item III.
Renewal
Paul Billingsly (Agenda Item IV)
Chairman Chrisman read the agenda item into the record as follows:
"Consider 4th renewal of Class 4 Temporary Promotional off-site sign located
at the southeast corner of Stacy Road and Malone Road for Mr. Paul
Billingsly."
Mr. Del Ferro advised the Board that the sign is in good condition.
Discussion was held regarding the rate of completion of the development and staff
advised this would be researched.
MOTION: Upon a motion by Board Member Crowe and a second by Board Member
Hall, the Board voted 5 FOR and 0 OPPOSED to approve the 4th
renewal for agenda item IV.

SH 121 and CR 153

Chairman Chrisman read the agenda item into the record as follows:
"Consider 6th renewal of Class 4 Temporary Promotional on-site sign located
at the southeast corner of S.H. 121 and County Road 153 for Texas
Advertising."
Mr. Del Ferro advised that the sign is in good repair.
MOTION: Upon a motion by Board Member Leverett and a second by Board
Member Hall, the Board voted 5 FOR and 0 OPPOSED to approve the
6th renewal for agenda item V.

Goodman Homes -Willow Creek Circle (Agenda Item VI)
Chairman Chrisman read the agenda item into the record as follows:
"Consider 8th renewal of Class 4 Temporary Promotional on-site sign located
at the intersection of S.H. 5 and Willow Creek Circle for Goodman Homes."
Mr. Del Ferro advised that there are approximately 5 lots remaining in this
subdivision.
MOTION: Upon a motion by Board Member Leverett and a second by Board
Member Kleinschmidt, the Board voted 5 FOR and 0 OPPOSED to
approve the 8th renewal for agenda item VI.

Chairman Chrisman read the agenda item into the record as follows:
"Consider 8th renewal of Class 4 Temporary Promotional off-site sign located
at the northeast corner of Alma Drive and F. M. 2170 for Raintree Estates."
Mr. Del Ferro advised the Board that the sign is in good condition.
MOTION: Upon a motion by Board Member Kleinschmidt and a second by Board
Member Crowe, the Board voted 5 FOR and 0 OPPOSED to approve the
8th renewal for agenda item VII.

Chairman Chrisman read the agenda item into the record as follows:
"Consider 6th renewal of Class 4 Temporary Promotional off-site sign located
west of Angel Drive and south of F.M. 2170 for Raintree Estates."
MOTION: Upon a motion by Board Member Kleinschmidt and a second by Board
Member Leverett, the Board voted 5 FOR and 0 OPPOSED to approve
the 6th renewal for agenda item VIII.

Other Business:
Mr. Del Ferro advised the Board that staff has approved 5 Class 4 signs since the
last meeting.
Mr. Del Ferro provided the Board with information regarding Plano's ordinance
declaring weekend directional signs illegal and discussed the possibility of
receiving requests for this type of sign by homebuilders outside of the City of
Allen.
Mr. Del Ferro discussed the issue of apartment weekend directional signs.
Reference was made to the requirements under Minor Signs, paragraph 1, which
restricts apartment signs not exceeding 9 square feet to 1 per lot or complex.
Consideration was given to classifying these under Class 4, Weekend Directional
Signs for Realtor/brokers. The consensus of the Board was that they should be
considered in the category of Realtor/broker as Class 1 Minor Sign, which limits
the number to 3 off-site.

MOTION: Upon a motion by Board Member Leverett and a second by Board
Member Kleinschmidt, the Board voted 5 FOR and 0 OPPOSED to
adjourn the February 13, 1990, meeting of the Allen Sign Control
Board at 7:55 p.m.
