CAIS. TO ORDER:
The Allen Sign Control Board was called to order at 7:40 p.m. by Chairman
Chrisman at the Allen Municipal Annex, City Council Chambers Conference Room,
One Butler Circle, Allen, Texas.
Approve Minutes
August 14, 1990

Chairman Chrisman read the agenda item into the record as follows:
"Approve minutes of August 14, 1990, Regular meeting."
MOTION: Upon a motion by Board Member Kleinschmidt and a second by Board
Member Hall, the Board voted 3 FOR and 0 OPPOSED to approve the
minutes of August 14, 1990, as presented.

Mr. Del Ferro advised that eight Class 4 permits had been issued in the past
month, five of which were banners.
Consider Requirements for Banners (Agenda Item III)
Chairman Chrisman read the agenda item into the record as follows:
"Consider ordinance requirements for banners."
The Board discussed concerns regarding the community service banners that
have been placed at F. M. 2170 and S. H. 5, as well as the recent banners placed at
additional locations on Bethany and Main Street.
Chairman Chrisman discussed conversations he has had with Mr. Bob Outman,
and others. Mr. Outman expressed concern of abuse over the use of the
F.M. 2170 and S.H. 5 location for banners. He stated that Ms. Susan Bartlemay
of the Chamber of Commerce, Dr. Boon, and Mr. Outman all expressed feelings
that there is a need for this type of advertisement in some form.
Chairman Chrisman suggested a process which would involve the community
groups that are using this area for banners; possibly a committee chaired by a
Sign Board member with representatives from each of the community service
organizations to consider the issue and present a solution to the Sign Board.
After a solution is agreed upon, the Sign Board would then recommend an
amendment of the Ordinance to the City Council.
It was suggested that the committee consider approaching businesses in the area
for help in locating a sign on their property.
Chairman Chrisman nominated Board Member Kleinschmidt to head the committee.
Board Member Kleinschmidt suggested that the above approach would be reason-
able because it would involve all of the people that use the corner, and these
groups represent a large percentage of the citizens of Allen. Items to be consid-
ered by the committee would be:
Type of advertising to be allowed;
Location or locations to be allowed;
3. Funding.
Mr. Petty advised the Board that the cost of a lighted sign of this type would be
between $5,000 and $8,000 for the sign, with additional cost for the land. He
suggested the possibility that the committee would determined that there is not a
real need for these banners. If it is determined to be a useful tool for these
i agencies, then the following things should be considered:

1 Number of signs;
2. Participants in the funding.
Chairman Chrisman asked if the utilities at this intersection (F.M. 2170 and
S.H. 5) will be placed underground with the reconstruction of S.H. 5. Mr. Petty
stated he believes that poles will remain.
Staff advised that the State Highway Department and TU Electric both prohibit
signs in the right-of-way and on the poles, but neither have enforced their
requirement.
Mr. Petty advised that staff would provide a level of support to the proposed
committee and make someone available at the meetings to answer questions
regarding City regulations, to investigate recommendations for wording of an
ordinance, etc.
Discussion was held regarding limitations that might need to be placed on the use
of the sign; i.e., should churches be allowed to use it, should only those who
participated in the funding be allowed, etc.
Mr. Petty suggested that the chairman of the committee might consider taking a
nonvoting role if there was any concern regarding this.
MOTION: Upon a motion by Board Member Hall and a second by Board Member
Kleinschmidt, the Board voted 3 FOR and 0 OPPOSED to establish a
subcommittee with Bruce Kleinschmidt as chair to research the
needed requirements for banners; members to be made up of non-
profit service organizations within the City. Their charge would be
to address 1) is there a problem; 2) if so, how do we address it?

Mr. Petty expressed appreciation on behalf of the City for Chairman Chrisman's
service to the Board.
