1 Call to Order and Announce a Quorum is Present
With a quorum of the committee members present, the regular meeting of the Public Art
Committee was called to order by Chair Gilbert at 6:03 pm on Tuesday, April 16, 2013 in the
Parks and Recreation Conference Room at 305 Century Parkway, Allen, Texas.
Approve Minutes from the March 19, 7013 Regular Meeting.
MOTION: Upon a motion made by committee member Bennett and seconded by committee
member Carriere, the committee voted six (6) for and none (0) opposed to accept
minutes from the March 19. 2013 regular meeting as presented.
Discussion Items
Current Project Updates
Matt McComb, Landscape Architect, Parks and Recreation updated the committee that the
installation of the base for CHAC will go out to bid in the next few weeks.
He then shared with the committee the base for shadow an "Life" was installed on April 15 and
the piece is scheduled to be installed on April 17 A basic metal plaque will be installed
describing the specifics of the piece and a secondary plaque listing the optimal viewing times.
Although the project will not receive a formal dedication due to its temporary classification the

committee discussed partnering with the Arts Alliance to provide a small reception. Chair Gilbert
will take the lead on this.
3. Future Projects Discussion
Lori Smeby, Assistant Director, Parks and Recreation shared with the committee the responses
that she received via email from other cities regarding bridge art in their communities. The
committee reviewed the photos and generally discussed which attributes may be appropriate for
Allen Mr. McComb also shared the Cottonwood Trail Bridge, that was previously discussed as a
possible future project, will be approximately 100 feet long and 14 feet wide He also noted the
construction cost on such a bridge normally runs approximately $1700 per linear foot. Mr.
McComb will confirm the project funding and timeline, which currently is expected to bid in the
fall and begin by the end of the year.
The idea of integrating art into practical uses was discussed, as was possibility of adding an
artistic element such as rail or gateway to a preconstmeted bridge. Member Carroll and Member
Barry will reach out to several artists with bridge art experience to gather additional information
on they have integrated their an into these types of projects and the cost that may be associated.
The possible coordination with the Allen Arts Alliance to work on programming, inclusive of a
possible temporary an program at Waiters Creek, was also discussed as a future project. In
addition the need to further discuss the appointment of selection panel and a call to artists were
also mentioned as future agenda items.
