PUBLIC ART COMMITTEE MEETING

1 Introduction and Draft of Bylaws
Matt began the meeting by providing the members with a copy of the by-laws
adopted by the Allen Parks and Recreation Board as an example of what might
work for this committee. Matt asked the Committee to review this sample.
2. Funding Sources
A. Bond Election — 2% of CIP projects
Matt provided a brief background on the 2% of Capital Improvement
Projects that would be going before the voters of Allen during the Bond
Election.
Jane Bennett asked if the committee should start promoting the bond
election.
Debbie Stout responded that Council has not set a date for the election at
this time. Debbie felt like there would be a place for this group when the
promotional aspects begin on this election. Questions arose regarding the
funding of the arts projects should that item pass at the election.

B. Grant Opportunities — grant opportunities might be investigated to assist
with the roundabout on Cedar Drive at Allen Drive, as well as others
Matt McComb indicated that there was a staff person in the Parks and
Recreation Department who had been very successful at grant writing.
C. Private Entities
A brief discussion was held regarding the City's ability to require
builders/developers to install art along with their facility David Baldwin
indicated he knew of no city where that would be the policy
National Endowment for the Arts
Strategic Plan EY 2003-2008
Matt provided the members with a copy of the Strategic Plan FY 2003-2008 from
the National Endowment for the Arts.
4. Current Projects Status
Public Library Donor Wall
Matt explained that funding has yet to be made available for this project, but that
this committee would be involved. Jane Bennett gave a brief background on the
plaques that existed in the old Allen Public Library, and the history on how those
names became displayed.
Jane Bennett indicated the Friends of the Library would be interested in
partemering with this Public Art Committee to work on this project with some
minimal funding. Old names need to be incorporated in some format in the new
Donor Wall.
Allen Drive Roundabout
Matt reported that the extension of St. Marys Drive soon will tie into the
roundabout on Allen Drive — there is an opportunity in die center of the
roundabout for some art project. Matt said there might be $20,000 available for
art in the center of the roundabout.
Several different opportunities were discussed for this location. All agreed that it
presented a unique opportunity. It was suggested that opportunities for
landscaping of this area to integrate with the artist work might be a good idea and
was discussed. Local artists were discussed versus artists from outside the area.
David Baldwin encouraged the committee to focus on integrated art rather than art
that is made and installed at random. David also indicated Allen could become
noted for its art projects with the right caliber of artists working here.

Minutes
Ann Carroll suggested the committee ask for local artists to register should they
be interested in working on any proposed projects. Various options were
discussed for collecting the names and information of prospective artists.
5. FY 2006 Meeting Calendar
August 15, 2006 will be the next meeting of the Public Art Committee.
Bylaws, internet previews, what are other cities doing with
art/businesses/developers were discussed as possible agenda items for this
meeting.
6. Other items for information or discussion
Discussion was held on possible involvement with setting criteria for
business, and developers as it pertains to the arts.
7. Adjourn
There being no further business, the meeting was adjourned at 7-45pm.
