May 17, 2011 -6:30 P.M.

Call to Order and Announce a Quorum is Present
With a quorum of the committee members present, the regular meeting of the Public An
Committee was called to order by Chair Carriene at 6:30 pm on Tuesday, May 17, 2011 in the
Parks and Recreation Conference Room at 305 Century Parkway, Allen, Texas.
Action Items
1. Approve minutes from the April 19, 2011 Regular Meeting.
MOTION: Upon a motion made by committee member Hollingsworth and seconded by
committee member Bennett, the committee voted six (6) for and none (0) opposed
to accept minutes from the February 15, 2011 regular meeting with corrections
designated.
2. Artist concept for Exchange parkway Median project. Review, discuss and approve for
council recommendation or table for future action.
Chair Caniere requested Gordon Huether, selected artist for the project, to present the project
concept. Mr. Huether presented the concept for the main piece of sculpture for the project.

David Baldwin, landscape architect for the project, then presented the concept for the remainder
of the project that was a result of the collaboration between himself and Mr. Huether, including
locations of the major piece of sculpture and few an elements which would visually graduate in
scope along the roadway median to conclude at the final piece. Mr. Baldwin also presented the
landscape concept and how those elements would relate to the art pieces Members then
discussed the concept and gave their input as to adjustments to the concept, specifically that
elements from the major piece be translated into other elements of the project along the median.
It was related by Mr Baldwin that these suggestions would be considered for implementation
during the planning process, as he would have to determine the costs for the project atter
receiving approval on the concept. Lori Smeby reminded the members that their approval at this
meeting was to recommend the main piece of public an and the overall concept to council, other
details could be discussed at furore meetings. If approval was obtained, then staff would place
the recommendation on the City Council Workshop agenda, and the concept would be presented
for their approval Mrs. Smeby further requested that Mr. Baldwin be present to make that
presentation. Chair Carriere then called for a vote on the concept
MOTION: Upon a motion made by committee member Bennett and seconded by committee
member Jones the committee voted six (6) for and none (0) opposed to recommend
the public art piece and median landscape concept for the Exchange Parkway
Project to City Council, with the stipulation that the Landscape Architect would
retain with budgetary numbers relating to the possibility of adding in elements
from the major public art piece into the design of the four minor art elements.

3. Annual Board Evaluation and candidate characteristics
Members discussed and as a group completed the Annual Board Evaluation and candidate
characteristics form for submission to the Allen City Secretary's office.

2. Atter a brief discussion, the member consensus was to hold the next regular meeting
date of June 21, 2011 as tentative until determination could be made of whether or
not there would be business to discuss. If not, the meeting would be cancelled

There being no further business, the meeting was adjourned at 8 17 p in.
