Call to Order and Announce a Quorum is Present
With a quorum of the committee members present, the regular meeting of the Public An
Committee was called to order by Chair Carriere at 6:34 pm on Tuesday, October 18, 2011 in the
Parks and Recreation Conference Room at 305 Century Parkway, Allen, Texas.
Conduct the Election of Officers
Chair Camere opened nominations for the positions. The elections concluded as follows.
MOTION: Upon a motion made by committee member Bennett and seconded by committee
member Hollingsworth, the committee voted five (5) for and none (0) opposed to
elect Emile Camere to the office of Committee Chair.
MOTION. Upon a motion made by committee member Bennett and seconded by Committee
Chair Camere, the committee voted five (5) for and none (0) opposed to elect
committee member Denise Gilbert to the office of Committee Vice -Chair

1 MOTION Upon a motion made by committee member Gilbert and seconded by committee
member Bennett, the committee voted five (5) for and none (0) opposed to elect
Luke Hollingsworth to the office of Committee Secretary.
2. Approve minutes from the August 16, 2011 Regular Meeting.
MOTION: Upon a motion made by committee member Gilbert and seconded by committee
member Bennett, the committee voted five (5) for and none (0) opposed to accept
minutes from the August 16, 2011 regular meeting as presented
Discussion Items
3. Update on Public Art mapping project
Mrs. Smeby gave a brief background on past discussions and the committee's desire to have a
map of the public art pieces available to the community. Tiffany Harben then gave a presentation
to the committee illustrating various mapping techniques that could be implemented in order to
promote art within the community and to provide residents the opportunity to access basic
information on each piece or art. Mrs. Harben recommended a direct link from the City of Allen
website and also from the upcoming Convention and Visitors Bureau webpage to the Public Art
webpage. In addition, using the GIS (geographic information system), an interactive map system
already in use by the City of Allen, designing a brochure, developing an online virtual tour with
video of each piece, and establishing a smart phone app and the use of QR codes were among
other avenues that Mrs. Harben suggested that the committee explore. Mrs. Harbert shared with
the committee the webpage of several other cities and the committee found the City of Frisco to
have a site similar to that which they envisioned for Allen.
4. Update on possible temporary art installations
Mrs Smeby informed the committee that bond funding may not be used to purchase or construct
bases for temporary art displays.
5. Discuss programming ideas for partnership with the Allen Arts Alliance
Committee member Gilbert reported that the Allen Arts Alliance is trying to bring more art
festivals to the Allen area and committee Chair Camcre suggested that this may be an
opportunity for a sculpture sale exhibit. Also the idea of linking the future Public Art webpage to
the Allen Arts Alliance webpage was thought to be mutually beneficial.
6. Goal setting for upcoming year. Chair Carriere asked for input from committee members
concerning goals of the committee for the upcoming year Atter the presentation from Mrs.
Harben, it was collectively decided that the committee would like to work towards developing a
webpage and an interactive map depicting the location of public an pieces in Allen The
committee particularly liked the format of the City of Frisco's Public Art webpage. The
committee would like to enlist the assistance of Mrs. Harben to collect background on each of the
pieces and begin the process of establishing an Allen Public Art webpage.
The committee would also like to collect details on the temporary an programs of communities
similar in size to Allen and also explore the opportunities of have bases for art displays sponsored
or donated by local businesses
7. Brief update of ongoing projects

Matt McComb gave a brief update on the status of the ongoing projects. Installation of Fire
Station #5 piece, `Rail, Ladder, Fire', began on Monday October 17 lead by artist Chris Fennell.
Mr. McComb shared with the committee three photographs depicting the setting of the piece. Mr.
Fennell worked with the architect on Monday evening to adjust the lighting of the piece and the
solar hook-up. Mr. McComb also informed the committee that the Exchange Parkway artwork is
underway with engineering for the structural aspects of the piece and as the landscape design
continues he anticipates receiving a design development plan set for review From, David Baldwin,
the landscape architect the week of October 24, 2011.
