Prior to the beginning of the meeting, City Secretary, Shelley George administered the Oath of
Office to the newly appointed Committee members, as well as two of the retuming members.
Those receiving the Oath of Office were Ann Carroll, Denise Gilbert, Brad Greene, and Emile
Carriere.
1. Call to Order and Announce a Quorum is Present
In the absence of a Chair and Vice -Chair, Secretary, Jane Bennett, called the meeting to
order at 6 35 pm
2. City Secretary Administers Oath of Office
Performed Oath of Office was administered prior to beginning of meeting.

3. Introduce Newly Appointed Public Art Committee Members, Emile Carriere and
Brad Greene
Staff and Committee Members took a minute to introduce them selves and give a brief
background on their association/role with the Committee.
4. Election of Officers
A. Chair
Motion: Denise Gilbert moved to nominate Jane Bennett for the office of
Chair. Ann Carroll seconded, and the Motion carried 4 for, 0
against.
B. Vice -Chair
Motion: Jane Bennett moved to nominate Ann Carroll for the office of
Vice -Chair. Denise Gilbert seconded, and the Motion carried 4
for. 0 against.
C. Secretary
Motion: Ann Carroll moved to nominate Bard Greene for the office of
Secretary Emile Carriere seconded, and the Motion carried 4 for,
0 against.
5. Approve Minutes from the September 18, 2007, Regular Meeting
MOTION: Ann Carroll moved to accept the Minutes from September 18, 2007
Regular Meeting as amended. Emile Carriere seconded and the Motion
carried 5 for 0 against.
6. Public Art Committee Project Scoring Matrix
Landscape Architect for the City of Allen Parks and Recreation Department, Matt
McComb bnefly reviewed the scoring matrix used to evaluation potential Public Art
sites/projects during a driving tour on September 18.
Jane Bennett reported that the Endowment Fund for the Allen Public Library has potential
donors who are interested in making donations to that Fund, but are awaiting the Library
Donor Recognition Project status report. In some cases, these are donors who made a
contribution to the former Library Building.

Lori Smeby, Assistant Director of Parks and Recreation gave a brief background on the
work plan process, budgets and how projects are determined, according to the Public Art
Plan.
A brief discussion was held on the Allen Monument Sign Project and how that related
directly to Public Art and the idea of Public Art Funding being applied.
It was suggested that the City of Allen webpage should have information/links regarding
the Public Art programs in Allen. Matt McComb explained that the City webpage is in
the process of going through extensive re -design, and that this could certainly be
something staff would pursue in the near future.
Lori Smeby indicated that staff would bring a Request for Qualification (RFQ) regarding
artists back to the Committee for review at the next meeting.
Following a brief discussion, the following Motion was made
MOTION: Ann Carroll made a Motion for the Public Art Committee to adopt the
Library Donor Recognition Project as their first project Denise Gilbert
seconded, and the Motion carried 5 for, 0 against.
7. Other Items for Information or Discussion
A brief discussion was held on the process by which the "Chac, the Rain God" sculpture
which has been donated to the City of Allen could be placed.
Following the on-site visit of September 18, some discussion was held on the possibility
of placing this piece of sculpture on the north side of the Allen Senior Recreation Center
It was determined that the first step would be for a Committee member representing the
Public Art Committee make a presentation to the Senior Recreation Center Advisory
Committee at their next meeting. Staff will research when that meeting is to be held and
notify the Committee.
Lori Smeby indicated this process might also include a brief presentation to the Allen
Parks and Recreation Board and possibly City Council.
8. Set Next Regular Meeting of this Committee
After a brief discussion, it was determined that the next Regular Meeting of this
Committee would fall on November 20, which is during the week of the Thanksgiving
Holiday It was agreed that everyone in attendance could meet easier the following week
and also agreed to cancel this meeting and hold a Special Called Meeting on Monday,
November 26_'007

During this same discussion time, it was suggested that the December meeting should not
pose a problem for the members in attendance to be held on the regular meeting date of
December 18 2007
9. Adjourn
There being no further business, the meeting was adjourned at 8:10 pm.
