1. Call to Order and Announce a Quorum is Present
Chairman, Jane Bennett, called the meeting to order at 6:35 pm
2. Approve Minutes from the November 18, 2008 Regular Meeting
MOTION: Denise Gilbert moved to accept the minutes from November 18, 2008
Regular Meeting as presented, Sharon Lakes seconded and the Motion
carried, 6 for, 0 against.
3. Fire Station #5 Project Update - Parks stats' will provide an update on the artist
interviews held January 9th and announce the selected artist for the project.
Lori Smeby provided a brief background on the process involved in the artist selection as
well as highlights of the interview with Christopher Fennell. Lori announced that Chris
Fennell had been selected as the recommended artists to forward to Council by the
Selection Panel.

The project will use decommissioned aluminum ladders and discarded train rails -'Rail
Ladder Fire" will be lighted and visible from McDermott. Those members who
participated in the process indicated Mr. Fennell was the clear-cut choice when the
presentations were concluded.
MOTION: Ann Carroll moved to recommend "Rail Ladder Fire" by Christopher
Fennell to the Allen City Council for inclusion in the Fire Station #5
construction project. Emile Greene seconded, and the Motion carried 7
for, 0 against.
Lori reported she would be presenting this recommendation to City Council during the
Workshop phase of their meeting next Tuesday night, January 27 2009
4. Allen Public Library Art Project Update - Parks staff would like to review the
specific details for the donor recognition tied to the project.
Following the review of several suggested phrases for the donor wall recognition, it was
suggested that the committee members email Matt with their recommendations. Matt
will contact the artist with the information.
The Committee members held a brief discussion regarding 'tying or linking" the glass
panel (which will contain the names of donors) and the sculpture base itself. Following a
site visit to the exterior of the building, it was suggested that the use of granite at the base
of the donor wall panel would be the necessary "link" that the visitor could tie the
sculpture to the donor information. Matt indicated he would pass along the information
to the artist for inclusion in the project.
5. Annual Work Plan - Parks staff to provide a recap of the selected art projects and
the associated budgets outlined in the November 18th Public Art Meeting.
Staff provided the members with a recap of the projects, voting that took place and the
funding to be applied to the projects.
Priority 1 - Round -A -Bout - unanimous vote - $400,000
Priority 2 - Dog Park - 5 votes - $150,000
Priority 3 - Sculpture Art at Municipal Building - 3 votes - $150,000
Following a brief discussion, it was determined that the priorities would remain the same,
1 the "municipal building" would be designated as City Hall, and the associated budgets
would be adjusted as follows:
Round -A -Bout - $420,000
Dog Park - $80,000

ISculpture at City Hall - $200,000
MOTION: Emile moved to reset the budgets on the following projects and
recommend same to City Council. Allen Round -A -Bout, $420,000; Dog
Park, $80,000; Sculpture at City Hall, $200,000. Denise Gilbert seconded,
and the Motion carried 7 for, 0 against.
6. Set Next Regular Meeting of this Committee
Ann Carroll requested the project for recognizing developers and builders for their
contributions to public art be placed on the February agenda. A brief discussion followed
regarding the criteria that might be used for recognition, and who should be the
recognizing entity. It was suggested that the Allen Arts Alliance might be a resource to
use on this project. Ann will re -send the list of links provided to the Committee members
in December.
February 17, 2009 will be the next regularly scheduled meeting of this Committee.
7. Adjourn
There being no further business, the meeting was adjourned at 8:20 p.m.
