City oJAllen Planning & Zoning Call to Order and Announce a Ouorum Present With a quorum of the Board present, the Regular Meeting of the Allen Economic Development Corporation (AEDC) was called to order by President Jim Brazeal at 6:13 p.m. on Wednesday, September 17, 2003 in the Conference Room of the Allen Economic Development Corporation, 100 Allentown Parkway, Suite 211, Allen, Texas. The following items were discussed: Approve Minutes of the August 20 2003 Regular Meetino of the AEDC Board of Directors The minutes of the August 20, 2003 Regular Meeting of the AEDC Board of Directors were approved as submitted on a motion by Ken Fulk, seconded by Kurt Kizer. 6:18 p.m. Convene into Closed Executive Session I 1 Pursuant to Texas Government Code. Section 551.072 Deliberation of Real Property- Deliberate ropertyDeliberate the Sale of Approximately 4.24 Acres Owned by the AEDC at the Southeast Comer of Butler Drive and Century Parkway to Project Build. 1.2. Pursuant to Texas Government Code, Section 551.087 Deliberation of Economic Development Negotiations: Deliberate Commercial and Financial Information and Economic Incentives for Project Apple. 6.30 p.m. Reconvene into Regular Session Consider and take Action for the Sale of Property Owned by the AEDC to Project Build Several representatives from a development group interested in the 4.24 acres owned by the AEDC on the Southeast comer of Butler and Century Parkway visited w ith the Board of Directors and presented site plans for the acreage. The plans depicted multiple buildings designed to house small businesses and possibl} retail. On a motion made by Maxine Sweet and seconded by Ken Fulk. the Board declined the developer's request to purchase the land. The Board approves of the group's plans. but does not feel that the use is conducive with the park. Consider and take Action for the Approval of Incentives for Project Apple Project Apple representatives were not present; therefore. no action was taken. Allen Economic Development Corporation Regular Meeting, September 17. 2003 Page 2 Approval of AEDC Financial Report Josie Zendejas presented the financial statements for July 2003. The financial report was approved on a motion by Maxine Sweet. seconded by Ken Fulk. Discuss Administrative and Marketing Activities of the AEDC The Board was updated on current activities. Jennifer Grimm advised the Board that November 14 is the early registration deadline for the May 23-26, 3004 ICSC Convention and requested notification by those that are interested in attending the function. October 7 is the groundbreaking for Bruce Heller's Twin Creeks Medical Center at 4:30 p.m. Pete Smith, AEDC attorney, has begun the process for collection of abated taxes from Daisytek. His office Inas filed a motion to lift the automatic stay and a proof of claim to seek the recovery of the back taxes. He indicated that the collection of the taxes is uncertain and the full -pursuit of all avenues could run from $2,00045,000. The amount owed the City is approximately $12,000. The general consensus of the Board was that it is not prudent to continue expending legal fees for the pursuit of the taxes, as the company has been legally notified of its debt and the stay and proof of claim have already been filed. The 2003 Wage & Benefit survey is available for review by the Board Members. Scheduling of Next AEDC Board of Directors Meeting The next board meeting was scheduled for Wednesday, October 15, 2003 at 6:00 p in. Adiourn. On a motion by Maxine Sweet, seconded by Ken Fulk, the meeting was officially adjourned at 7,45 p.m. These minutes approved this 15°i day of October. 2003.
