CITY COUNCIL, CITY OF ALLEN, ALLEN, TEXAS
Members present : Mayor Gentry T. Jones, Aldermen
J. D. Smith, Leon Oxford, C. E. Ottaway, Phil Pringle,
and Dean Sears. Mr. J. D. Buckhanan and Mr. Herod
were also present,
Contracting jobs in future was discussed .
Motion: By Mayor that all future work to be done to
be contracted out at a specified amount. Sec. by Mr.
Oxford. Motion passed, Ayes 4/ noes(0) none.
Motion: By Mr. Ottaway to pay bills. Sec. by Mr.
Oxford. Passed, Ayes 4 / noes none.
Discussion about Mrs. Cassady' s permit.
Motion: By Mr. Ottaway to table Mrs. Cassady' s matter
until we better understand the situation. Sec. by Mr. Oxford.
Motion passed - ayes 5 noes none
Mr. Herod discussed out fall on sewer line with the
Council.
Discussion about selling of Bond- Council thinks they
should sell enough Bond for the purpose of buying the land
for the Sewer Plant. The council agreed to sell $50,000. in
Bonds. This issue to be General Obligation Bonds.
Motion: By Mr. Ottaway that we authorize the issuing of
$50,000. in Bonds, Dated February 1st, 1964, with 4 3/4 % ,
20 year option. The Mayor and Secretary authorized to sign
Bond order. Seconded by Phil Pringle, Passed, Ayes 5/noes none.
Discussion on legality of Mrs . Smith working for the
City of Allen. The Mayor advised the City Council that he had
talked with the City Attorney regarding the legality of having
a city employee working while the employee' s husband was on
the City Council. The City Attorney advised the Mayor that
it was illegal for Mrs . Smith to work for the City and for
them to take what ever action was necessary to correct the
matter. Mr. Jones also said that it was unfortunate because
Mrs. Smith was most efficient and was needed in the City
office.
Motion: By Dean Sears that salaries for the Council to
be increased to Five ($5.00) Dollars per meeting attended.
The Mayor's salary to remain at $25.00 per month. Phil Pringle
Seconded. Passed, Ayes 5/ noes none,
Motion: By Dean Sears that the Mayor be allowed up to
$25.00 per month for expenses for city business. Seconded
by J. D. Smith. Passed, Ayes 5/noes none.
