I. Call to Order and Announce a Ouomm Present
With a quorum of the Board present, the Allen Economic Development Corporation (AEDC) Special
Called Workshop with the Allen City Council was called to order by Tim Wood, in conjunction with
Mayor Steve Terrell, at 6:20 p.m. on Tuesday, August 9, 2011, in the City Council Conference Room
at Allen City Hall, 305 Century Parkway, Allen, Texas.
2. Introduction of Members of the Board of Directors of the Allen Economic Development
Corporation.
Mayor Steve Terrell introduced the members of the Board of Directors of the Allen Economic
Development Corporation, President Tim Wood, Vice President Susan Bartlemay, Treasurer and
Secretary Carl Clemencich, Council Liaison Guy Caplinger, and Director Scott Sutherland.
3. Update Regarding ongoing Economic Development Activities as well as the Fiscal Year 2012
Budget for the Allen Economic Development Corporation
Robert Winningham updated the Allen City Council on the ongoing Economic Development activities
as well as the Fiscal Year 2012 Budget for the Allen Economic Development Corporation.
Winningham stated that 165 new Jobs have been created by existing Allen companies in 2011
Winningham stated that in 2011 the AEDC has been involved in new development projects, including
Andrews Distributing, Cabela s, Watchguard Video Surveillance, In -N -Out Burger and the Hydrous
Wakeboard Park in Allen Station.
Winningham also mentioned that Allen won the Community Economic Development Award (CEDA)
from the Texas Economic Development Council (TEDC) for the Cisco Data Center that was recently

constmcted in Allen. Winningham stated that Frontier Communications will occupy 84,000-sf in the
former Sage Telecom building and employ a total of 600-800 individuals within 24-36 months.
Winningham said that the AEDC is focused on filling vacant buildings and ensuring smart
development occurs in Allen's Central Business District and along the State Highway 121 Corridor.
Winningham also stated that AEDC target industries include data centers, pharmaceuticals, financial
services, incubators, engineering, health care and other high-tech related industries. Winningham
thanked the Allen City Council and City Staff for their partnership with the AFDC in facilitating the
success of economic development projects in Allen
4. Ad'oum
Tim Wood, in conjunction with Mayor Steve Terrell, adjourned the Allen Economic Development
Special Called Workshop with the Allen City Council at 6:56 p.m on Tuesday, August 9, 2011.

Call to Order and Announce a Quorum Present

With a quorum of the Board present, the Special Called Meeting of the Allen Economic
Development Corporation (AEDC) was called to order by President Tim Wood at 7:21 p m.
on Tuesday. August 9, 2011 at Allen City Hall,
1. Convene into Closed Executive Session: Pursuant to Texas Government Code, Section
551.087: Deliberation of Economic Development Negotiations: To Deliberate
Commercial and Financial Information and Economic Incentives for the following:
• Consider Incentives for the Recruitment of Project Whistler
• Consider Incentives for the Recruitment of Project NM
Reconvene in Open Session
The Board reconvened into regular session at 8:15 p.m.
2. Actions Resulting from Executive Session
No actions were taken.
3. Determine Next Meeting Date
The next AEDC Board meeting was scheduled for Wednesday, August 17, 2011 at 6:00 p.m.

4. Adjourn
The meeting was officially adjourned on a motion by Susan Bartlemay, seconded by Carl
Clemenctch, at 8:25 p.m.
