Kennedy in attendance, the Special Called Meeting of the Allen Economic 1` evc1opment Corporation
(A C) Board of Directors was called to order by President Scott Sutherland at 3!07 p.m. on
Thursday, Fcbruary 20, 2014 at the AEDC Office. Joey Herald arrived at 4:06 PM and,Je�ff
Burkhardt arrived at 5:07 PM.

Introductions were niadc with participation from the Al DC Board, furl Richardson, DaIeRay arid
jeff Wood with Peloton Real Estate Advisors, Don, Powell, Joseph Hilliard and Jason. Hanson with
Boka Powell Architects, Coniell Holmes with Trademark Property Company, AEDC Attorney Pete
Smith, Bo Bass and Lee Battle with the City of Allen, Karen Crornwell with Ihe Allen Convention

2. Over -view of Charette Q!jectjyes
Don Powel.] and Murl Richardson presented the history and overview of the development plans for
Allen Central Park. The purpose of the charette is to determine a collective vision and establish as
priority list of goals and obJectives for the project.

rhis area of Al len is zoned PD -55 which includes 109 acres and a] lows (br office, retail, light
industrial, hospital and commercial, Regarding the AE DC -owned ],and, about 14 acres are located
west of Central Park Avenue with as little less than 10 acres on the cast side. Cornniercial office
zoning on this property zdlo,wsfor office, retail and hotel with a special use permit.

4. Proposed Land Uses — Height and agLILsily
Setbacks for the property were presented by Joseph Hilliard, Building height is limited to 80 feet or
about 6 stories with lot coverage of 50 -percent.
It is assumed that zoning could change to allow for taller buildings, Dan Bowman indicated that the
City of Allen would be willing to consider changing the cun'eilt zoning to allow for higher buildings
that fit the AEDC's strategic vision for the property.
5. Inspiration and Current Master Plan
Don Powell shared that the current master plan has evolved over several, years of planning efforts. A
site design option with a hotel and conference center and five office buildings has been prov ided for
Board consideration.
The frontage along US 75 would be utilized to maximize the identity of as full-service hotel that
would serve as a significant architectural component of the park, Phase I plans could includean
8 -story of building that would optimize exposure for the office building from the freeway.

Recap Work Session A findings:
Don Powell mentioned that the ballroom could be built oil top of the parking garage tea allow for more
density. The Board should balance the need for density in the park with the desire to create an
attractive destination with adequatc green space to attract people to the park.
'rho concept of connecting Walters Creek to Allen Central Park was discussed. The Board
considered options for partnerships between the City of Alen, SEDC and Watters Creek that could
facilitate the construction of a pedestrian connection across Bethany Drive.

Recap Work Session B findings:

There are several options for connecting Allen Central Park to Watters, Creek, Connecting, the two
parks with an underground tunnel would be cheaper, but could cause a security issue and have
perceived concerns, The Board preferred building a sky bridge over Bethany, since the bridge could
serve as a showpiece. Establishing trolley service between the two parks Would be another option;
bike Ian" should also be considered.
