Call to Order and Announce a Ouorum is Present
With a quorum of the Board of Directors present, the Regular Meeting of the Arts of Collin County
Commission, Inc. was called to order by President Matthews at 4:00 p.m. on Thursdav, October 15,
2009, in the Council Conference Room at Allen City Hall, 305 Century Parkway, Allen, Texas.
1. Election of Officers
President Matthews called for nominations from the Board for the purpose of electing officers.
Director Minyard made the following nommations with a second by Secretary- Nies: Bobby Baggett—
President, Betty Bell Nluns, Ph.D. — Vice President, Charles Nies — Secretary, and Nick Barretta —
Treasurer. With no other nonunations offered, President Matthews dosed the call for nominations
Bobby Baggett elected President, Beth' Muns elected Vice President, Charles Nies elected Secretary, and
Nick Barretta elected Treasurer by a vote of four (4) for and none (0) opposed.
2. Administer Oath of Office to City of Allen and City of Plano Members of the board
Shelley George, City Secretary of the City of Allen, administered the Oath of Office to Craig Sandell,
representative for the Cm' of Allen, and Bettv Bell Mans, Ph D representative for the City of Plano
Secretam Nies presented their certificates of appointment.
From this point Vice President Mons presided over the meeting

MOTION: Upon a motion made by Director N irtyard and a second by Secretary Nies, the Board of
Directors voted four (4) for and none (0) opposed to approve and adopt the items on
the Consent agenda as follows.
3. Approve Minutes of the September 17, 2009 Regular Meeting.
4. Receive Financial Report for the period ended September 30, 2009.
The motion catned.
5. Present plaque of recognition and appreciation to outgoing Board President Steve
Matthews.
Plaque was presented.
6. Receive report from Executive Director regarding proposed schedule for Request For
Bids for Phase One of the Arts of Collin County Arts Park Project. (Executive Director,
Mike Simpson)
Received Report on status of Request for Bids.
7. Project Update. (Dennis Abraham, Project Director)
Received Project update.
S. Executive Director's Report. (Mike Simpson, Executive Director)

Executive Session
In accordance with the Texas Government Code, the Arts of Collin County Commission convened into
Executive Session at 4:38 p.m. on Thursday, September 17, 2009, in the Council Conference Room, 305
Century parkway, Allen, Texas, in order to discuss matters pertaining to:
There was no Executive Session.
MOTION: Upon a motion made by Secretary Nies, and a second by Director Nfinyard, the Board of
Directors voted four (4) for and none (0) opposed to adjourn the Regular Meeting of the
Arts of Co0in County Commission, Inc at 4:50 p.m on Thursdav, October 15, 2009.
The motion earned.
