Call to Order

With a quorum of the Board present, the Keep Allen Beautiful Special Called Workshop meeting was
called to order at 7.34 p.m. on Tuesday, January 20, 1998 in the Conference Room of Allen City Hall, One
Butler Circle.
Minutes of November 10th and December 9th (Agenda Item H)
!� A motion was made and second to approve the minutes of the November 1W Special Called
Workshop meeting and the December 9th Regular Meeting. The Board voted six (6 ) for and none (0)
opposed all minutes were approved.
Request to Appear By Mary Murphy/Leadership Allen (Agenda Item II1)
Pat introduced Mary Murphy from Leadership Allen. They are in the 1998 Leadership Allen Class
Each Leadership Allen class selects a project that they are going to do to benefit the City of Allen. They
have chosen the creation of the Allen Arts Alliance. What the class wants to do is to promote, nurture and
celebrate art in the City of Allen They have a great group of twelve (12) people from several diverse
backgrounds and this project has been evolving since September. They have decided in order to make the
Alliance be productive and make it last beyond their class, they are going to go before the City Council and
petition them to create the Allen Arts Alliance as an official City Board.
There is money currently in the City that is designated for the Arts but there is not a schedule to
disperse the money There setting up the Board so that some of this money could be applied to bring art and
culture to our school children and also the adults in our community They would like to present something
from Performing Arts, City Concerts, the Allen Station Park grand opening, etc. The School District has
given the class their support along with the Allen Economic Development Board They are now requesting
the support of the Keep Allen Beautiful Board. They would like letters of support from the Library Board
and Parks and Recreation Boards. Letters of support will go out to the Council and the Mayor before they go
before the them on Febmary 2, 1998. They used the KABB By Laws as their guide.
The money is earmarked from the antennas that are up on the water towers. Pat has contacted other
cities and they have a certain percentage of money that goes towards art projects. They want it to become a
board so they can apply for grants and do fund raising. One of the members of the Leadership Allen Class
works for the Collin County Community College District, she has gotten information from the Arts program
at the College. There could be some money from the Motel/Hotel tax spent on this project too. They do not
know what Department will be supporting them but most likely it will be Parks and Recreation Department.

Sign Ordinance and Letter of Endorsement (Agenda Item M
Sandy wanted to congratulate Phil for the strong speech he made regarding the signs. Sandy feels
that there will be some compromises on the issues about the signs. Some of the people feel that we shouldn't
be changing things quite so fast in Allen Sandy feels that we need to have some symmetrical control on what
our City will look like in the future Heidi was trying to get some pictures from Sugarland, Texas where they
do use monument signs. Businesses will come to the city, and it doesn't matter about the sign they are
coming here for the business. The business community is supporting each other because they want to not
rush into any big changes.
Pat thinks that the Board needs to let the City know that we do have an interest in the monument
signs. The pole signs will still be allowed to stay up on US75. Sandy called Barton Black to see what it was
the Board could do to help. He suggested that we write letters to the paper, but there is a problem with the
low reading rate of the paper The Board could suggest to people to write letters. Maybe the Board could
get some petitions. Maybe the Board could write letter of support to the Sign Control Board, the Mayor and
City Council, Allen Economic Development Board and the Chamber of Commerce
Pat didn't feel like any of the comments that were made addressed the shopper. She doesn't know
what could help the Board but she feels like maybe a petition or survey might help. She has been asking
people when they are looking for a store how do they find it (they look for signs). But they also told her that
the monument signs at Park and Preston are not affective because the traffic is too dense and the signs need to
be up in the air. Sandy feels that some of the smaller business depend on the larger signs of business around
them to draw attention to their businesses (so they can say I'm next to Pizza Hut, Block Buster, etc.).
Phil says that he can write the letter and make sure that it gets around to the Board and then he will
try to deliver it to the paper and the City Phil says that he will try to get a computer graphics person to do a
map with and without monument signs to show the difference. The Board needs to find out from the Sign
Board if they want petitions Board also will need to check with the City Secretary to make sure that petitions
are done according to City Ordinance Board may also want to do some type of survey It was mentioned
that the Economic Development Board is not fully behind the sign ordinance because their job is to bring new
business to Allen. If we can enhance our sign ordinance it will be an excellent opportunity to show other
Boards that we are willing to work for the good of the City Phil said that he thought everyone that spoke did
a good job.
April Trash Off Event April 18, 1998 (Agenda Item V)
The April Trash -Off Event is very similar to the November 15, 1997, event except we will not be
having an Earth Fest. We will ask Dennis Han to map out all areas. Edie will take care of reserving Ford
Park and we will have a smaller version of what we have done in the past. We may cut down on the food to
just juices, fresh fruits and water. We my have ho. Coffee and cocoa etc. We will also try to have handouts
that are friendly to the environment like we have done is the past Phil said that we could buy the water at
cost from Dr. Pepper. We put another check in our account from Mercedes Homes.
Edie will contact all the Adopt -a Highway groups and the Marmon Church. She will also order trash
bags. Edie doesn't think that we should do a trash off in November as the tonnage was much lower than
normal. In November we will come up with an event that coincides with the state theme. It is good to have
annual events because people know that this is something that happens every year. Edie was asked by Jesse
Ingram of the Street Department to have our logo on thoroughfare street signs, Audrey brought up that the
City is considering changing the City Logo. We will keep our ears open on this item.

Changes to By Laws Discussion (Agenda Item VI)
Official meeting date and time does not need to be added to By Laws, each Board will make and set their own
date and time. Any other changes that the Board wants to present for review will be sent to Phillip Lakin.
Miscellaneous (Agenda Item VII)
Phil: Allen American article, on how bad Allen streets are making Allen not so beautiful. Can't we
have signs that say something about that we are Keeping Allen Beautiful but we are experiencing growing
pains so please pardon our mess. The sign will have our logo on it Everyone needs to think about what they
would like to be the jingle for these signs to be. Edie will ask Jesse where would be the best places for the
signs to be put up. And also how many signs we might need.
Phil: On McDermott West Road project. Do you think this is something that the Board should
advance on? Do you want to request money from Mrs. McDermott for tree funding? Up With Trees to be
sponsored by Experian George wants to do more historical monuments but he will have to find money to do
these things. If we want to be known as the Fall Color City with a fall festival we will have to have input to
the City on what type of trees we need to plant.
Edie. Tim Dentler, Parks and Recreation Superintendent wants to talk to the Board about several
items and will be on the next agenda. The trees from the National Tree Tmst will need to be repotted soon
and are doing quite well. The Board also needs to start requesting what kind of a program they want to see
and take it before the City Council There are going to be four new city parks being built and three parks
that are being upgraded. Heidi would like to take one of the new parks and have it be a pilot project park that
is taken care of with using only organic products.
Heidi: Keep America Beautiful waving the fee to become part of their program. She has already
submitted the forms for the Board. She gave an over view of an Albertson's project where you get a
community cud and a portion of the money that you spend will go towards your club, board, etc. They will
give us 100 of the cards free all other cards are $15.00 a card. They are going to this program because they
get so many requests for donations. You have to be a 501c.3 status to be part of this program. Audrey said
that it has taken several months for the Heritage Guild to get theirs. Phil is almost ready to submit our
501c.3 documents to the lawyer for processing Edie will get him a copy of Economic Development
Corporation Articles of Incorporation. Heidi suggested that we go ahead and get the cards and use the Allen
Environmental Action League as our official group and then the money will come back to us. Heidi will talk
to Dennis Han about doing this.
Beverly, Wants to see where we are going as a Board. She wants to head in other directions other
than just trash off events.
Lonnie: Street landscaping, if there is some way that we can get with George Conner to have our
input in what we would like to see the streets look like during the planning stages. Adopt -a -Highway spots
are not all gone. No one has McDermott East or Ridgemont, Alma, Chaparral. Twin Creeks Homeowners
Association is not active until there are 4,000 homes built and until then residents have no say Edie will get
the Board a list of streets not in residential areas that are available for Adopt a Highway spots Lonnie wants
to know about the length of medians that can become adopt a spots to keep clean or plant and maintain. He
also says that there is an island by his home that needs to be done.

Ellie: When Wesley thinks we can plant some flowers at the Compost Site we will need to have a
work day I will be sure that George comes to the next meeting to answer any questions that the Board has
for him. With the help of Tim Dentler we would like to have certain phases that we need to address so we
can address and plan our goals. Starting on the east side first and then going on the next phase. If we have a
program organized then we can let the residents know what and where our next work project will be and
maybe they will come out to help us.
Sandy, Went to the Telecommunications Advisory Committee meeting one night. She found out that
they and we need to be thinking about the amount of antennas, towers and satellites as we continue to grow
Because there are regulations that permit companies to put up these items. The Board might want to consider
talking to the Council about what the future holds for these items.
Phil: Phil wants to be sure that we plan on setting goals in the very new future. We may not be able
to accomplish all of them, but we need to start planning.
Audrey- Said that Melissa who was not in attendance wanted us to get a booth for the Spring Fest in
April on the 25th. We will try to have some pens or pencils to hand out to residents and other information
about the Board.
