Call Meeting to Order
(Agenda Item 1)
With the above members present, the eighth monthly meeting of the Keep Allen Beautiful Staff
Committee was called to order.
Compost Facility Update
(Agenda Item 1I)
Jesse Ingram gave an update on the new compost facility The Grand Opening will be on
October 15, 1997, at 10:00 a.m Everyone is invited to come out and have some refreshments and see
how good the new facility looks.
Discuss KAB Event (Texas Recycles Day)
(Agenda Item III
Edie handed out a work list for the Texas Recycles Day Event only two (2) people signed up.
If you can work please sign up.
Slogan Update
(Agenda Item IV)
The Keep Allen Beautiful Board has not decided on a slogan, they have picked a logo. Audrey
will have an update for you on the logo.

EDon Horton, Director of Parks and Recreation spoke to the Committee about his experiences
with the Keep Waco Beautiful Board (KWBB). He handed out books to each Committee Member so
they might use them as a reference document.

The KWBB has been organized since the late 1970's. They have won the Keep America
Beautiful Governors Award twice (2) the award is for $125,000. The Governors Award is sponsored
by Texas Department of Highways. Plano is the only other city in the state that has won it more than
KWBB. The KWBB is a Stand Alone organization that is partially funded by the City of Waco. The
City of Waco gives this Board $25,000 a year the money goes towards their Operating Budget. The
city also furnishes an office for the Executive Director, a part-time secretary and for the telephone
service.
The KWBB is elected by Board members, it is not City Council appointed. They have their
own By Laws and they are a 501 c3 organization. They are expected to follow the rules for a non-
profit agency Originally, the City helped them. At one time "Keep Waco Beautiful" and "Keep
McClennon County Clean' were one entity and then they split up into two (2) different groups with
McClennon County having their own Executive Director
Don gave an overview of some items of interest in his handout. Their Board has approximately
thirty (30) members. They have appointed Directors and up until last year these people could not vote.
Appointed Directors were representatives from the City Last year they gave them voting rights.
They have about twenty (20) hard workers
Their Ad Hoc Committees are listed below -
1. Arbor Day
2. Landscaping Awards (Businesses, Campuses and Residents)
3 Christmas Tree Lighting 12000 hours. per year)
4 Christmas Tree Mulching (First Sat. and Sun. after Christmas)
5. Education Program (Executive Director did the Training Classes)
6. Polo Match (Fund Raiser $22,000 net)
7 Media
8. Partners in Pride (Banquet that awards were given to the community for various projects on
recycling or beautification)
9 Special Projects (fundraising events)
They have a lady on their Board that is well know in the community and had been doing fund
raisers for years. Because she is held in high regarded in the community she receives many donations
that provided money for their projects.
Don personally feels that the Keep Allen Beautiful Board should not be tied to the City The
advantages are that the Board can set their own budget, make decisions and purchase supplies in their
own way Don feels that a lot of their success was because they were their own entity and a non-profit
organization Also being a non-profit organization creates an advantage to the people who donated to
their program. Non -Profit status also allowed them to do things for the community that the City may
have not have supported but the Board itself felt strong about it.
They were a very strong board and very dedicated. Other than the Executive Director they
were all volunteers. The Executive Director was very important to their success because the Director
was always there throughout the years, when Board Members were changed on occasion.

On a separate matter, Don advised that KABB that there are six (6) parks in various
neighborhoods that are going to be renovated. Each park will represent an ecological zone in the State
of Texas, which will help children learn about their state. The parks are listed below

4. Green Park
5. Shadow Lakes
6. Hillside

With a quorum of rhe Board present, the Keep Allen Beautiful Board was called to order at 7:39
p.m. on Tuesday, September 16, 1997, in the Council Chambers of the Allen Public Library, Two Allen

Mr. Jim Wilson, Church of Jests Christ of Latter Day Saints (Agenda Item IV)
Mr Wilson gave the Board a handout with background information about his church. He
explained to us that there are three (3) congregations, known as Allen 1" Ward, Allen 2"° Ward and Allen
3`° Ward. Each congregation is lead by a lay clergy person, known as a `Bishop" Two helpers known as
counselors assist the Bishop. Nearly all adults in the congregation serve in some kind of volunteer
capacity Each congregation mets at different times in the same building. Each congregation totals
approximately five hundred (500) people, they are put into Wards by geography
Each ward sponsors four Boy Scout groups, including a Cub Pack, a Scout Troop, a Varsity Scout
Team and an Explorer Post. Teen-age girls participate in church -sponsored youth organization. Adults
also have service projects.
Recent Service Projects Include the Following:
1. Stained playground equipment at several Allen city parks.

2. Spread gravel at playgrounds
3. Improved trails at Heard Museum
4. Planted trees at Reed Elementary
5. Participated in many Eagle projects
6. Organized and sponsored blood drive at church building
Since Jim has been in Allen he has wanted to participate in the April Trash Off Event. He has
been unable to help because the church has a semi-annual conference that has been in place for over one
hundred and sixty (160) years. This conference is always the fust week in April and he knows that the
church is of going to change their schedule. He would like to request that the Board move the April event
either to the Saturday before or the Saturday after. If the Board will make this change of time he will have
a large group out to help us.
Heidi said that because the Trash -Off in April is a National event and April is an environmental
month we [teed to keep the event in April. Jim says that he is going to have Matthew Patterson who is
working on his Eagle Scout badge organize this event in November to help him to work towards getting
badge.
Jim wanted the Board to know that they even though the wards all go to the same church they have
different commitments. Jim will be the Boards key contact for all of their
events.
The Board discussed moving the April event to Saturday, April 18, 1997 Heidi will check with
Glenda May at Allen Community Outreach on the date for the Spring Fest to make slue that there is no
1 conflict.
Standing Committee Reports

Sandra: Contacted the Allen Image about an ad the price is $985.00 for 'h page and for a
whole page $1650.00. Circulation reaches 32,000 residents. Sandra is going to give the
Image an article with photos. The deadline for the article is October 1, 1997 It was decided
that Melissa talk to the Allen Image and see what kind of agreement we make with them.
Sandy also called Denton County Electric and they have agreed to donate $300.00 to use for
bags. All they require is that we give them some kind of publicity. Sandy passed around the
pictures from the KAB training and she is going to give an article to the Allen American for a
first introduction to the community
2. Heidi: Has contacted Albertson about advertising on their paper bags. They have been told
to help n anyway they can but they will of put ads on the bags. She is going to see what
other stores will do and then she will get back to Albertson. She is going to see if some of
the AISD students could color pictures on the bags about recycling and the environment. She
has talked to Heard Museum, Whole Foods, Barnes and Noble, and several other vendors.
She will be sending faces to some of the others. Whiff from the Clean Au Coalition may be
available, Champion's Retriever Dog mascot. She had someone contact the animal shelter and
she will follow-up later to see about having animals for adoption at the event. A peeing zoo
may be available. She will be inquiring about a moon walk.

3. Edie: Has contacted several clubs at the schools, The trash bags from Kenneth have been
picked up from nursery and put in storage. She has permission to use the Ford Middle School
cafeteria but we can't have food or drink. She will order the banners. The Proclamation is
ready and will be put up in City Hall.
Action Items from August 19, 1997 (Agenda Item VI)
Melissa has not been able to talk to Barbara Buehler about using the library for books, articles,
etc. She will talk to her when she returns from vacation.
Miscellaneous (Agenda Item VII)
Sandy said that she thought Denton County Electric was wanting to give us money for the small
recycle/trash bags for your car. We do have pencils that we can hand out. Heidi is going to check and see
if we can get the Nike recycle shoe container. She said that we would have to be responsible for taking the
shoes to them. Maybe we could just get one of their displays. Texas Ragtime is a group that takes purses,
clothes, rags, shoes, towels, etc. they recycle them and send the material to third world countries after it is
purchased. The will pick up on a schedule that is convenient for us. We would not want to take away
from the needy in our own area. It is strictly for items that are in bad shape and can't be used any longer.
Lonnie has spoken to Judge Payton, who is willing to come and supervise his people for clean up projects.
The Judge will call Edie and see what we can use them for
Discussions were started about the design of the logo. It was suggested that we might want to
7 have our own flower such as the Moon Flower that Lonnie bad a picture of. Edie said that the Board
might want to wait on the design of the logo until they really find something that they had to have. Jim
Wilson said that we teed to keep the colors to a minimum to save on cost. We might want to just use the
City of Allen logo and have Keep Allen Beautiful underneath. Phillip is going to work on several designs
that the Board can review before their next Workshop meeting on Wednesday, October 1, 1997 Changing
colors was discussed but the Board thinks they want to keep the red and blue.
