1. Call to Order
With a quorum present, Keep Allen Beautiful Regular Meeting was called to order by
Chair Susan Bernard at 6:30 pm on Tuesday, September 16, 2003, in the First Floor
Conference Room at City Hall, 305 Century Parkway, One Allen Civic Plaza, Allen,
Texas.
2. Introduction of Guests
Guests were Janie Sheridan and Sheri Pennington, respectively, the Allen High School
Parent Teacher Student Association Environmental Chair and a friend.
3. Guest Presentations
Janie Sheridan presented a request for assistance to the PTSA to improve the soil and
plant bulbs and flowers in the circle entrance to Allen High School on Texas Recycles
Day, November 15`h They have received permission from AHS to implement this project.
A question and answer session followed her request
MOTION: Motion made by Synne Ferguson to donate the amount of $150 and mulch to the
AHS PTSA beautification project. Brian Casstevens seconded the motion and the motion
passed with all in favor

4. Approve the Minutes of the August 19, 2003 Regular Meeting
MOTION: Motion made by Brian Casstevens to approve August 19th minutes with
corrections. Synne Ferguson seconded and the motion passed with all in favor.
S. Financial Report/Budget
There is $7005.25 in the KAB checking account. $23,500 will be available to KAB
when the new budget year starts October 1, 2003.
6. Parks and Recreation update
Susan Campbell is in San Antonio at the National Urban Forestry Convention.
• Allen's urban forestry program has won the Texas Community Forestry Award in the
Government Project category This is in addition to the 2002 Tree City
Award/Recognition. Allen has also won the 2002 National Arbor Day Growth Awary for
the 2003 Arbor Day event.
• A bluebird house is being donated for the silent auction at the Convention.
• Raptor houses will be installed on Saturday, September 20" at Dayspring Park.
• Wildflower seeds have been purchased.
• Parks and Recreation Department donated one pound of wildflower seed to the Allen
EGarden Club for wildflower projects at the schools.
7. KAB Events:
• Teacher Appreciation. Synne Ferguson presented plans for the KAB/AISD education
project/teacher appreciation reception on September 26, 2003 at the Heritage Center. The
informational brochure was handed out and discussed. Discussion of food, program,
give-aways, and the drawing for door prizes.
• Texas Recycles Day. November 8" this year will be City of Allen's date. Program for
the day is similar to last year.
• Rotary Holiday Parade. Set for December 71" Application will be sent in to Rotary
when it is available.
• Trees for Allen & Christmas Tree Recycling. Discussion of these two programs.
Trees for Allen will be expanded to three months this year, with more money for trees
coming through a Texas Forestry Service grant
8. Old Business: Discussion of the KAB revised by-laws resulted in a vote to amend the
by-laws by moving to strike the reference to Roberts Rules of Order.
MOTION: Motion made by Synne Ferguson to amend the by-laws by striking the reference
to Roberts Rules of Order. Motion seconded by Sue Berry with all in favor.
9. Items of Interest to the Board
• Keep America Beautiful training in October?
• Susan Bernard is leaving KAB in October, but will remain active with the Board.
• Discussion of recycling being done at all City events.

• Susan Bernard suggested that the Board recognize citizens that have been active
in environmental concems/beautification projects through the years.
• Susan Bernard suggested that the Board keep a AISD liaison and develop
corporate contacts.
• Susan Bernard suggested that the Board invite the Municipal Judge to the AISD
reception.
• Susan Bernard suggested that we add an agenda item for next month's meeting to
elect officers for the Board.
10. Adjourn
MOTION: Upon a motion made by Susan Bernard and a second by Board member Brian
Casstevens, the Board voted unanimously to adjourn the regular session of the
Keep Allen Beautiful Board at 8:53 p.m. on Tuesday, September 16, 2003.
These minutes were approved on MV day of L'Uy 04,' , 2003.
