CITY COUNCIL CONFERENCE ROOM 305 CENTURY PARKWAY ALLEN, TX 7501 Present Stacy Gonzales Mark Schallhorn Kimberly Holton Cheryl Baez Kelly McDonald Absent Susan Ponder Mardy Brown Staff Present Donna Kliewer, Waste Services Manager Casey Bennett, Education Specialist Call to Order and Announce a Quorum is Present With a quorum present, the Keep Allen Beautiful Regular Meeting was called to order by Chair Mark Schallhorn at 6:32 p m. on Tuesday, June 17, 2014 in the City Council Conference Room at City Hall, 305 Century Parkway, Allen, TX. 1. Update from Parks Department on Horticulture and Environmental Programs On behalf of Jesse Simmons, Casey Bennett shared about the prep work toward the Allen USA Celebration. In addition, the Horticulture Crews have been busy taking care of downed trees and limbs from the last storm. 2. Approve Minutes of May 20, 2014 Meeting A motion to approve May 20 minutes was made by Kelly McDonald; seconded by Cheryl Baez, with all in favor 3. Receive Financial Report/Budget Update Donna Kliewer reported $10,416.77 unencumbered in the City account; $27,452.48 in the American National Bank account. The board discussed possibilities for grants to be given to AISD schools, environmental clubs, and scouts doing advanced scouting projects. A motion to approve the financials was made by Kelly McDonald; seconded by Stacy Gonzales, with all in favor. 4. Discussion of 2014 Board Evaluation Form The board discussed ways that these forms have been done in the past. Each board member was encouraged to fill out their own opinions and submit to the Chair or City Staff. All comments will be discussed at the July Board Meeting. 5. Receive Update on KAB Events and Projects • 2014-2015 Waste Works Applications — Decision to Increase Granted Amount A total of seventeen applications were received. KAB Board Members discussed the possibility of increasing the amount of the award grant to $200 with matching funds provided by CW D. A motion was made by Stacy Gonzales to increase the grant amount from $100 to $200 for each Waste Works Award Recipient, seconded by Kelly McDonald, with all in favor • KTB Conference—June 23-25 (Austin) Three KAB Board Members, three City Staff and one Award Winner are currently slated to attend this years conference. Carpooling was set up to lessen the environmental impact of those attending the conference. • Allen USA—June 28—Update/Logistics The logistics and staffing of the event was discussed. All board members took a shift for the event Casey discussed a volunteer training slated for Wednesday, June 181" Fourteen of a possible thirty volunteer shifts have been filled at this time. • Educator Expo—September 30— Discuss Donations & Staffing The board discussed the collection of donations for the Educator Expo. All board members agreed to collect five donations each. Request letters will be provided for all board members at the July Board Meeting. • Recycled Art Contest—October 1 through October 29 There is no update at this time. • Arbor Day—October 25 The Parks & Recreation Department is still in the process of selecting the location for this year's event. • Allen Recycles Day/Recycled Art Contest Awards Presentation — November 8 • Kelly McDonald initiated a discussion about electronics recycling at this event. Kelly presented a 1 history and overview of R2 and E -Stewards certifications. The board discussed the potential costs and benefits of having a certified e -cycling vendor at KAB events. A motion was made by Kelly McDonald to add requirements to the scope of work when sourcing an e -cycling vendor for events: KAB requests that the vendor be certified and accept all electronics for recycling, including but not limited to CRT's and TV's; and that the e -cycling vendor selected may collect money from residents to pay for the disposal of a -waste in an amount to be approved by City Staff. The motion was seconded by Kimberly Holton and approved, with all in favor Support Staff will follow up on the request with recommendations. • Rotary Holiday Parade — December 6 There is no update at this time. 5. Receive Reports from Strategic Planning Initiatives a) Communication Twitter updates are occurring on a regular basis. b) Environmental Center/Molson Farm — Mandy No update at this time. c) Environmental Education in AISD — Kelly The greenhouse project with AHS & Judge Payton's Students of Service has been yielded great results, including crops which the students used to cook meals at home. Kelly McDonald, KAB Liaison to AISD, will explore the possibility of syncing KAB education efforts with new science textbooks provided to the district. d) Parks and Recreation Liaison — Cheryl 1 No update at this time. e) Scout/Service Organization Liaison — Susan No update at this time.
