Call to Order and Announce a Quorum is Present
With a quorum of the Board members present, the Regular Meeting of the Allen Public Library was called to
order by Board Chair, Jo Long, at 7:30 p.m. on Tuesday, November 7, 2006 in the Board Room of the Allen
Public Library, 300 North Allen Drive, Allen, Texas.

1. Citizen's Comments.
There were no Citizen Comments,
2. Approve Minutes of the October 3, 2006, Regular Meeting.
Motion: Upon A motion made by Board Member, Mary Jane Hamilton, and a second by Board
Member, Susan McDaniel, the Board voted (7) for and none (0) opposed to approve the October 3,
2006 Library Board minutes.
!1 3. Review Monthly Statistics and Suggestion Forms.
® The Library Board reviewed the Monthly Statistics and read all of the Suggestion Forms.
4. Review Patron Code of Conduct and Consider Approval.

Director, Barbara Buehler gave the board a copy of the revised Patron Code of Conduct. The board
read and discussed the Patron Code of Conduct Policy The board suggested that a copy of the Patron
Code of Conduct Policy be given to each new patron that applied for a library card.
Motion: Upon A motion made by Board Member, Donald Wing, and a second by Board Member,
Julia Elms, the Board voted (7) for and none (0) opposed to approve the revised Patron Code of
Conduct Policy
Update on Leadership Conference — Ruth Pringle..
Board member, Ruth Pringle gave a report on the Leadership Conference. She was impressed with
Shannon Roy from the Kansas State Libraries. She discussed ways of marketing smaller libraries and
creating new ideas and ways to market them.
Ruth thought it was interesting that New York State paid 92% of their library costs versus Texas only
pays something like 2%.
One of the things that came up again is that there is a new budget on top of the new budget and they are
putting more money into the Texshare Databases for schools all over the state because of the surplus in
money Then they are going to get the regions to educate the teachers on the Texshare Databases
which the regions have been cut by 45% Ruth doesn't think it will work.
6. Loan Star Grant Proposal.
Library Director, Barbara Buehler reported on the Loan Star Grant Proposal. The library has already
heard back from The Lone Star Grant Proposal and we have been accepted this year but they wanted
a little more information on exactly what things we plan to use the money for.
This year the library has decided to use the money on marketing our library We plan to get rid of the
old easels and purchase some of the acrylic stands that are more attractive for promoting library
materials and standardizing the library signage. When John Mort left we decided to revise some
library positions and one of those is the Teen Librarian which in the past has been Debbie Vavra. She
is going to take John's position and work on doing all of the marketing for the library and a new Teen
Librarian will be hired. We are also going to purchase a new color printer with the Loan Star Grant
money to help in printing out various materials that we would normally have to go over to City Hall to
print on their color printer
The Board wanted to know how much grant money we receive and Barbara told them about $12,000.
7. Status of Endowment/Foundation.
Wilma Smith, Barbara and Ruth met and worked on revising a copy of the Endowment
Fund/Foundation. We requested a copy of Plano's Foundation and changed up some of the wording to
what we would like ours to be and sent it to John Rapier to review and send back for our approval.
Board Member, Ruth Pringle reported on the Endowment/Foundation. We have not received the
revised copy from John Rapier. Ruth said she had called several times to check on it but it still is not

ready. When you are receiving free Attorney work you can't complain too much about how much time
it takes.
8. Items of Interest.
Barbara gave the board a copy of the libraries upcoming events for the next month that Tom Keener
had put together. The Lord of the Rings series is being shown in November. Several programs going
on in December and the Christmas film Scrooge is going to be shown.
Barbara gave the board a copy of the Northeast Texas Library System, SFY 2006 Annual Statement of
Benefits, which they discussed how the Allen Pubic Library compared to other libraries and the items
per capita etc.
The board was given a report on the Job Center Kiosk on the first Boor. It shows how many jobs have
been looked at and applied for. The Job Center has been used 458 times in September

The Library Board adjourned at 8:45.
