ALLEN PUBLIC LIBRARY BOARD
SEPTEMBER 3, 1996

I. The regular meeting of the Allen Library Board was called to order at 7:30 pm. Members
present were Fritz Dietrich, Donna Vanous, Eric Liepins, Julie Wihnoth, Carl Williams & John
Ross. Also present were Library Director, Barbara Buehler & Friends' President, Diane Flood.
Sharon Curtis was absent.
H. After correction, minutes were approved by Donna Varous, seconded by John Ross.
111. Update on budget
- budget approval on Thursday, September 5
- budget increased from $500,000 to $592,000
- 3 part-time people to go full time
- 2 new part-time people approved
IV. Meeting room modification has not started, but decision bas been made to install council bench
rather than use portable furniture. Work should begin soon. Cable TV capability will also be
installed.
V. Personnel: Resignation of Carmen Abbot; promotion of Betty Shull to Circulation Coordinator
Candy Koharchik and Florence Waddill have been hired to fill 2 vacant part-time clerk
positions. Miryam Swart resigned after suffering a 2nd stroke; Dawnita Williams has been hired
to fill the vacant page position. Currently advertising for week -end clerk position. Secretary,
Lynn Cohen, still out on medical leave.
VI. Report on Staff Development Day activities.
VU. NETLS meeting to be held in Garland at PAC on September 25 -- Barbara Buehler and all
interested Board members to attend.
Vim. Board discussed article Barhara sent them on censorship/intellectual freedom. Support for
defending first amendment rights was expressed. Affirmation of selection policy and its criteria.
Viewed short fihn on current tendencies nationally to try to promote censorship through gaining
control of library boards. Topic relevant to future development of policy on use of Internet by
the public.
IX. Passed out copies of new city chatters and the Texas State Library's Public Library Advisory
Board Handbook.
X. Board reviewed the scrapbook put together by Children's Services covering 1996 Summer
Reading Club activities.
