1) Call to Order and Announce a Quorum is Present
With a quorum of the Community Development Corporation Board present, President Chrisman
called the Meeting to order at 7:00 p.m. on Monday, March 21, 2016, in the City Council Chambers.

Receive Applications by Citizens Concerning Projects for 4B Sales Tax Proceeds. Comments were
received from the following individuals:

Motion: Upon a motion by Board Member Schulmeister and a second by Board Member Bard,
the Board voted six (6) for and none (0) opposed to approve the minutes from the February 15, 2016,
meeting. The motion carried.

Board voted six (6) for and zero (0) opposed to adjourn the meeting at 7:48 p.m. The

CDC Presentation
Armistice Memorial Post 2195, Veterans of Foreign Wars
o
Chartered October, 1990
o
Current membership 102 Members one of the smaller posts in the state (190th out
of 318)
o
Average 22 members per month at the business meeting
o
All State Post for last year and possibly again this year
o
Number 1 in community service hours in the State for the last 2 years with over
4500 hours each year and currently leading again this year. Average is around
450 hours per member per year and we have 13 members who do not live in the
immediate area to contribute to that number.
o
Actively support Allen Community Outreach, Allen Special Olympics, Kiwanis,
Allen Veterans Memorial, "Live, Love Allen" and Change the World with money
and volunteer hours.
o
Sponsor 2 cub scout dens, 1 sea scout troop and 1 boy scout troops. We have
several members who are working with the scouts in various activities.
o
Our Fund misers: Buddy Poppy donations. on Memorial Day and Veterans Day,
AND concession booth, Car Show. Last year we raised around $10,000.
o
Post Relief Fund - Helped needy veterans and their families with over $5,000 in
the last year.
o
Meet at the Cottonwood Creek Baptist Church, no post home
Now after saying all that about the Post, what the Post is looking to do is find a facility in Allen
to host all of the community service organizations in the City ofAllen. As a member of 3 other
service organizations in Allen, I can attest to the need for such a facility. This would become a
cleating house for all volunteer activities in the city. We have discussed the idea to a couple of
service organizations, including Kiwanis and the Chamber of Commerce, and they are interested
in the concept and would like to do more study on the matter. The idea would be for each entity
to have an office in the center so that a prospective volunteer could he steered to what interests
them the most With a large enough facility, the different organizations could hold their
meetings there if so desired. The meeting room could be made available to the scout groups as
well as other organizations as needed.
We feel that a facility like this would make Allen a showplace for community service
organizations and volunteers throughout the state and the country. If the process were
documented, it could be used as a blueprint for other communities to follow. This is not
something that we are looking at doing next year but we would like to see it come to reality
within 5 —10 years.

Town Hall Meeting—March 21, 2016
Good evening
I'm here to represent the AHG in a request for funding to build a
pavilion or shelter at the Allen Heritage Village.
I'm asking that you consider $150,000 for a pavilion with lights for
evening events.
The Guild appreciates the support and funding you have given for
the AHV in the past—purchasing land, funding restoration of
buildings and more recently the monies allocated for new parking
lots, lighting and the finishing of the interior of the Lynge House
and the restructuring of the I -house. As you know that phase is
nearing completion and should be finished by mid May this year.
We are very excited to be able to furnish the buildings and begin
education programs and tours there.
You are also aware that the monies allocated to "finish" the
Village are spent and because the structures were considered
"commercial" more funds were put into the structures eliminating
the funds that were noted for a pavilion or "shelter" near the ACC.
The Guild feels that a pavilion would be a huge asset for the City–
Park
ityPark and all citizens could use it and it would be a big amenity for
the people needing a shelter for a wedding reception in an historic
church, a family or high school reunion or just picnic area for
people to gather. It would add so much overall value to the Park.
In fact the sidewalk goes to the location for it and stops. So it
would be an easy finish to the lovely results that I know you have
seen at the Village.
Please consider funding a pavilion for the Allen Heritage Village,
it would be a great asset for this community.

March 21, 2016
Town Hall Meeting
7:00pm
The streets in downtown Allen need to be brought up to the 21" century.
The following streets need the asphalt streets paved with new concrete paving:
• Anna
• Austin
• Belmont
• Bonham
• Boyd
• Butler
• Coats
• Daisy
There are businesses and residences all along these streets.
People coming and goingto their homes on these horrible streets.
People coming and going to and from businesses along these broken down streets.
The asphalt seems to be 40 or 50 years old and has never, ever been taken care of.
The work partially done on several of these streets a few years ago needs to be completed so
the streets are drivable and not doing damage to your vehicle.
The asphalt is crooked and dangerous to drive your car any faster that 10 mph because of the
pot holes and uneven way the streets have become over the years.
Please use the monies to fix ALL of the streets in the above mentioned list in the downtown
business and residential areas of Allen, TX.
