City Council, City of Allen
October 20, 1966
Present: Mayor Jones
Aldermen, Dan Strong, Zack Robinson, Ken Posey, and
R.B. Whisenant.
Absent: Bill Enloe
Present: J.D. Buckhanan, Jr. and Mr. Betts
An ordinance was introduced by J.D. Buckhanan, Jr. for changeing
the title from Town of Allen to City of Allen.
Motion by Dan Strong that we accept the ordinance #64 in changeing
from Town to City.
Second by R.B. Whisenant, motion passed, ayes 4, noes 0.
Mr. Buckhanan read the revenue bond certificate for bond ordinance.
Motion by Dan Strong that the council accept this ordiance
#65 or certificiate of bond ordinance.
Second by Dan Strong, motion passed, ayes 4 noes 0.
Motion by Ken Posey to pass Rate Ordinance #66 on sewer charters.
Second by Dan Strong, motion passed, ayes 4 noes 0.
GENERAL OBLIGATION BONDS
Moved by Ken Posey that we accept the sewer bond certificate
ordinance in the amount of $100,000.00.
Second by Dan Strong, motion passed, ayes 4, noes 0.
Certificate signed by Mayor G.T. Jones and City Secretary A.C.
Story, which shows bonded indebtnesses.
Mr. Betts explained the Government lone to be used as an engineer
study of water for the City of Allen. He also states the
preliminary plans have to be sent in in 130 days from time
contract is agreed on. This loan must be applied for by October 28, 1966.
This discussion was tabled to be brought up at later date.
Motion by Mayor to pay bill, second by Dan Strong, motion passed,
ayes 4, noes 0.
Motion by R.B. Whisenant to fix roof on city hall, second by
Zack Robinson, Ayes 4, noes 0.
Motion by Ken Posey that Ordinance #67 an ordinance prohibiting
loitering near or around any private residence, place of business
or a public place between the hours of 11:00 P.M. and 6:00 A.M.
be adopted.
Second by Dan Strong, motion passed, ayes 4, noes 0.
Motion by Ken Posey that Ordinance #68 an ordinance providing for
the arrest without warrant of person engaged in the commission of a
felony, disturbance, affray or breach of the peace, be adopted.
Second by R.B. Whisenant, motion passed, ayes 4 noes 0.
Motion by Ken Posey that Ordinance #69, and ordinance prohibiting
the consumption of alcoholic beverages on any street, alley or other
public place adkacent to a public street or alley in the City of
Allen be adopted.
Second by R.B. Whisenant, motion passed, ayes 4, noes 0.
Motion by Zack Robinson that we do not accept the Federal Grant
for preliminary planning which we discussed earlier with Mr. Betts.
Second by R.B. Whisenant, motion passed, ayes 4 noes 0.
Motion by Zack Robinson the City of Allen does not furnish water
outside the Incorporated area.
Second by Ken Posey, motion passed, ayes 4, noes 0.
