REGULAR MEETING
TUESDAY MAY 3,2022—6:30 P.M.

1. Call to Order and Announce a Quorum is Present.
With a quorum of Board Members present,the Allen Public Library Board was called to
order by Board Chair Scott Phillips at 6:31 p.m. on Tuesday, May 3, 2022.
2. Approve Minutes of the February 1,2022,Regular Meeting.
MOTION: Upon a motion made by Vice Chair Maroba Zoeller, and seconded by
Board Member Adyna Akins,the Board voted five (5) for and zero (0) opposed to
approve the February 1, 2022, minutes. The motion passed.
3. Preview 2022 Summer Reading Club Activities.
Library Youth Services Manager Amy Priour introduced the 2022 Summer Reading Club,
which will include a full calendar of in-person events this summer. Children and youths ages
0-18 will be asked to read 600 minutes and can earn points for completing missions. They
will receive a special cup, a book, and coupons for their efforts.
Adults will choose between a number of books or minutes to read. They will receive a tote
bag with coupons. Storytime, crafts, and STEM activities will continue throughout the
summer, as well as the after-hours Anime Con event for teens with parental permission.

Summer Reading Club will take place May 23-August 5. Print and online calendars will have
additional information.
4. Discuss and Complete the Annual Board Evaluation Form.
Board Chair Scott Phillips will not apply to be reappointed to the Board. His term expires
September 30. He is also retiring from Allen ISD after 27 years as a middle school teacher.
5. Receive and Discuss Update on Planned Library Expansion.
The Downtown Design Committee approved a setback variance to conform to the existing
facility's setback. The contract for Phase II is projected to be presented to City Council on
June 28. After the parking expansion and phase I architectural expenses, approximately $15
million remains of the $16 million in allocated bond funding. The Allen Library Endowment
board intends to raise additional funds with a potential goal of$500,000. Additional
sponsorships will be sought from Allen individuals and businesses which can include naming
rights. The Radha Krishna Temple pledged to donate $10,000 which could be applied to
furnishings and equipment in the new Children's Library. Construction is projected to begin
in early 2023 with completion planned for Spring 2024. Delays are possible due to supply
shortages and shipping delays. The building is to remain open during construction.
6. Status Report on Library Initiatives and Services.
A new Adult Services Manager is in the process of being hired. The Library Volunteen
program for teen helpers ages 13-18 will return in full this summer with applications
currently open. Three additional seasonal employees will be added in anticipation of the
busiest summer since 2019.
7. Status Report on Digital Collections.
The Texas Cloud Link Consortium has added three new members, now with a total content
of 220,000 items valued at$3 million. These cloudLibrary items are two-thirds ebooks and
one-third audio books. The three separate apps for cloudLibrary,NewsStand, and
ComicsPlus are to be integrated into one cloudLibrary app. The current cloudLibrary app
includes print items that are available and checked out, eliminating the need for a separate
cost-prohibitive app. A second Texas Treasures Grant is necessary to continuing digitizing
the Allen American with a third grant eventually needed to complete the issues through 2002.
8. Review and Discuss January,February, and March 2022 Library Statistics.

January: Checkouts were up 20% and digital checkouts up 2%. In-house use was up 140%.
February: Checkouts were up 25% and in-house use increased 345%, while program
attendance increased 8.5%.
March: Checkouts were up 22.5% and digital checkouts were up 4%. In-house use tripled.
Library visits have been gradually increasing but have not fully returned to the levels seen in
2019. This year's annual circulation is on track again for more than one million checkouts.
Construction will have some impact on these figures. With the return of increasing patrons
and programming, an increased energy level is noticeable among staff and visitors.
9. Recap Friends of the Library,Allen Library Endowment Fund, and ALLen Reads
Activities.
Susan Jackson was re-elected president of the Friends of the Library Board. The Friends are
hosting a craft program on Saturday, May 7. The Allen Library Endowment Fund will hold
its annual fundraising event on October 15, 2022. The ALLen Reads 2022 main selection
will be The Long Haul:A Trucker's Tales of Life on the Road by Finn Murphy. The author is
scheduled to present at the Library and at local schools. The ALLen Reads selection for
young readers will be Three Cheers for Kid McGear!by Sheri Duskey Rinker.
10. Discuss Items for Future Board Meeting Agendas.
The Board wants to continue receiving updates on the Library expansion process.
11. Items of Interest. [Board announcements regarding local civic and charitable events,
meetings,fundraisers, and awards.]
i. May 6—Library Closed for Staff Development.
ii. May 23 —August 5 —Summer Reading Club.
iii. May 29-30—Library closed for Memorial Day.

12. Adjourn.
MOTION: Upon a motion made by Board Member Rekha Mathai and seconded by Board
Member Adyna Akins, the Board voted five (5) for and none (0) opposed to adjourn
the board meeting at 7:25 p.m. The Motion passed.
