Workshop Session
With a quorum of the Councilmembers present,the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:20 p.m.on Tuesday,January 14,2020,in the Council Conference Room of the Allen
City Hall,305 Century Parkway,Allen,Texas.
1. Update to the Texas Coalition for Affordable Power(TCAP)Strategic Hedging Program.
2. Committee Updates from City Council Liaisons.
3. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:55 p.m. on
Tuesday,January 14,2020.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:03 p.m. on Tuesday, January 14, 2020, in the Council Chambers of the Allen City
Hall,305 Century Parkway,Allen,Texas.

Dave Corvette, 310 Willow Brook Drive, Allen, Texas, thanked the Council for their work and
dedication to the City of Allen.
Presentation of a Proclamation to Mary Vail-Grube Proclaiming January 20,2020, as Collin County
Dr. Martin Luther King,Jr.Day.
Consent Agenda
MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Clemencich,
the Council voted seven(7)for and none(0)opposed to adopt all items on the Consent Agenda
as follows:
2. Approve Minutes of the December 10,2019,Regular City Council Meeting.
3. Approve Minutes of the December 17, 2019, City Council and Council Nominating Committee
Meeting.
4. Adopt an Ordinance Amending the Code of Ordinances,Chapter 9—Motor Vehicles and Traffic,
Section 9-137(b),in Order to Expand the School Zone for Chandler Elementary.
ORDINANCE NO. 3726-1-20: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 9,SECTION 9-137(b),BY ADDING SUBSECTION(7)FOR CHANDLER
ELEMENTARY SCHOOL; PROVIDING FOR A REPEALING CLAUSE; PROVIDING FOR A
SAVINGS CLAUSE;PROVIDING A SEVERABILITY CLAUSE;PROVIDING FOR A PENALTY
OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200) FOR EACH
OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE.
5. Adopt a Resolution Accepting the Selective Traffic Enforcement Program (STEP) Grant from
the State of Texas,Department of Transportation,if Awarded.
RESOLUTION NO.3727-1-20(R):A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN,COLLIN COUNTY,TEXAS,AUTHORIZING AN AGREEMENT WITH THE STATE OF
TEXAS, TO ACCEPT THE TEXAS DEPARTMENT OF TRANSPORTATION SELECTIVE
TRAFFIC ENFORCEMENT PROGRAM (STEP) GRANT (GRANT # 2021-ALLENPD-S-1YG-
00035); AND PROVIDING AN EFFECTIVE DATE.
6. Authorize the City Manager to Execute the Purchase of Managed Cybersecurity Services from
Dell Secureworks Sold Through Carahsoft Technology Corp, in the Amount of$95,118.
7. Award Bid and Authorize the City Manager to Execute a Contract with RLC Controls,Inc., for
the Replacement of Three Flow Meters at Stacy Road and Custer Road Pump Stations in the
Amount of$118,760.

8. Authorize the City Manager to Execute the Purchase of Video Surveillance Equipment from
Allied Universal Technology Services (Previously Securadyne Systems) for the Allen Senior
Recreation Center,Joe Farmer Recreation Center,The Edge and The Courses at Wafters Creek
with OMNIA Partners Through Texas Department of Information Resources Contracts in the
Amount of$182,500
9. Award Bid and Authorize the City Manager to Execute a Contract with Knight Erosion Control,
Inc.,for the Old Stone Dam Upstream Bank Stabilization Project in the Amount of$278,817.
10. Authorize the City Manager to Execute a Contract with Freese and Nichols, Inc., for Design
Services for the Stay Road Pump Station No. 1 Project in the Amount of$336,900.
11. Authorize the City Manager to Execute a Professional Services Agreement with Barker Rinker
Seacat Architecture,for the Design of the Stephen G.Terrell Recreation Center in the Amount of
$3,921,490.
The motion carried.
Regular Agenda
12. Make an Appointment to Fill an Unexpired Term in Place No. 5 on the Animal Shelter Advisory
Committee.
MOTION: Upon a motion by Councilmember Kizer and a second by Councilmember Doherty,the Council
voted seven (7) for and none (0) opposed to appoint Jon Toney to fill the unexpired term in
Place No. 5 on the Animal Shelter Advisory Committee and set a term expiration of
September 30,2021.The motion carried.

• January 20—Collin County MLK Jr. Appreciation Day of Service,First United Methodist Allen
• January 25 — Collin County League of Women Voters Candidate Forum, Collin College Spring
Creek Campus,Plano
14. Items of Interest.
• Council recognized Boy Scouts from Pack 630 in attendance.
• Mayor Terrell announced that he filed for another elected office on December 9. He explained his
resignation as Mayor in accordance with the City Charter.
