Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Smiddy called the
meeting to order at 7:05 p.m. on Monday,November 11, 2019 in the Community
Room of the Municipal Court and Parks and Recreation Administration Building at
301 Century Parkway, Allen,Texas.
1) Election of Officers
Chair Smiddy, opened the floor for nominations of Chair, Vice-Chair and Secretary.
After a short discussion,the following motions were made:
Motion: Upon a motion by Member Holly and a second by Member Johnson,the
Board voted seven(7) for and none(0)opposed to appoint Michael Smiddy
as Chair. The motion carried.

Motion: Upon a motion by Member Johnson and a second by Member Holly,the
Board voted seven(7) for and none(0)opposed to appoint LaReeda Rentie
as the Secretary. The motion carried.
2) Approve Minutes of the August 12,2019,Regular Meeting
Motion: Upon a motion by Member Hollingsworth and a second by Member
Johnson,the Parks and Recreation Board voted seven(7) for and none(0)
opposed to approve the minutes from the August 12, 2019 Regular Meeting
as presented. The motion carried.
3) Approve Minutes of the August 12,2019, Public Input Meeting
Motion: Upon a motion by Member Hollingsworth and a second by Member
Holly,the Parks and Recreation Board voted seven(7) for and none(0)
opposed to approve the minutes from the August 12, 2019 Public Input
Meeting as presented. The motion carried.
4) Appoint Representative to the Don Rodenbaugh Natatorium Artist Selection
Panel
After brief discussion on the assignment the following motion was presented.
Motion: Upon a motion by Member Smiddy and a second by Member
Rentie,the Parks and Recreation Board voted seven(7) for and none(0)
opposed to appoint John Holley to serve as the representative to the artist
selection panel for the Don Rodenbaugh Natatorium. The motion carried.
5) Appoint Representative(s)to Senior Advisory Committee
The Board decided to continue the rotating schedule previously established, allowing
for one Board member to serve as a liaison each month, as opposed to appointing one
liaison. The tentative schedule was distributed, and the following motion was
presented.
Motion: Upon a motion by Member Johnson and a second by Member
Holly,the Parks and Recreation Board voted seven(7)for and none(0)
opposed to approve the tentative Senior Advisory Committee Liaison
schedule as presented. The motion carried.
6) Recommend City Council Approve the Exchange Parkway Recreation Center
Feasibility Study.
Assistant City Manager,Tim Dentler, introduced the project and then turned the floor
over to Assistant Director, Brian Bristow to present the feasibility study. Brian
reviewed the facility conceptual plan, site masterplan,project budget and schedule, as

well as the market assessment and operations analysis. He then took questions and
after a brief discussion the following motion was presented.
Motion: Upon a motion by Member Thomas and a second by Member
Hollingsworth, the Parks and Recreation Board voted seven (7) for and
none (0) opposed to recommend City Council approve the Exchange
Parkway Recreation Center Feasibility Study as presented. The motion
carried.
7) Subcommittee Updates
Member Rentie and Member Smiddy reported on the Senior Advisory Committee
meetings they recently attended, noting discussions included the South Dakota trip,
trikes, and programs.
8) Review of FY20 Budget and CDC Projects
Tim Dentler, Assistant City Manager walked the Board through the FY20 budget
including, General Fund, Allen Event Center, Golf Course and Community
Development Corporation (CDC) and explained how the department benefits from 4B
funds.
9) Update on Parks and Open Space Master Plan
Assistant Director, Brian Bristow noted that this is the fourth generation of this plan,
with the original plan being adopted in 2000 and updates in 2010 and 2015. He
touched on the purpose and scope of Master Plan, the influence that the CAPRA
Accreditation process has had on the plan and how the plan fits with other department
plans. He then reviewed the schedule of the update.
10)Update of Holly Jolly Celebration
Tony Hill, Resource Development Manager, provided the Board with an update on the
Holly Jolly Celebration, including the site map, entertainment, food trucks and new
attractions including a Snowzilla Slide, Snow Globe Photos and the Holiday Hayride.
11) Update on Future Projects
Matt McComb, Park Planning& Development Manager, provided updates on ongoing
projects including playground replacements at Day Spring Park, Glendover Park and
Bethany Ridge Park, and playground and other improvements at Heritage Park. He
also reported on Twin Creeks Business Park trail additions, shelter and open space
improvements, Rolling Hills Park and Ford Park redesigns, and future projects
including Allen Station Park and a Dog Park. He briefly reviewed the Allen Event
Center Rotunda and Allen Gateway art projects.

13)Adjourn
Motion: Upon a motion by Member Johnson and a second by Member Holley, the
Parks and Recreation Board voted seven (7) for and none(0) opposed to
adjourn the meeting at 9:02p.m. The motion carried.
These minutes approved on the 10`h day of February 2020.
