City Council-City Of Allen
November 21, 1968
Present : Mayor Frank Dugger - Aldermen LeRoy Ewen, Dan Strong,
C.D. Whitaker, Robert E. Lowman and Mack Holloway.
Mayor Dugger discussed the Trailer Park problem with
the people present and asked if they had any questions or any
discussion on this matter. After some discussion and questions
by a group of citizens owning property adjacent to or close by
the property in question, Mayor Dugger suggested that the present
council meet with the Council that was in office when this property
was rezoned and for anyone that had complaints to write
them in letter form and be signed and presented to the Council
at the next meeting on December 5, 1968.
Don Jones appeared before the Council and asked per-
mission to construct a concrete driveway on the back of Lots
4&5 in Block H Whis. Ests. Mr. Jones agreed to givet the City
an easment on this. Motion by Bob Lowman to grant permission
Second Roy Ewen. Motion carried 5 For 0 Against.
Mr. Patrick Kirkland asked the Council to consider re-
zoning Lot 1 - Blk- 12 - Whis. Add, from 2 family to multiple
Family dwelling, so as to construct an 8 unit Masonry Apartment
building. Council agrees to seek the City Attorney's opinion
on this matter and give Mr. Kirkland an answer to the pro-
cedure to follow on getting this rezoned.
Plans were presented to the Council on a change to be
made in the Sewer Line, Hillside Village Addittion. A letter
from the City Engineer was presented suggesting that this change
would be alright to make. Motion Roy Ewen, Second Dan Strong that
change be approved. Motion carried 5 For 0 Against.
Mr Bill Enloe presented map to Council showing the re-
naming of some streets in City. Motion Claude Whitaker, Second
Dan Strong that Council accept map as presented. Motion Carried
5 For 0 Against.
Mr Bill Enloe also offered for sale to the City a 1964
Plymouth 4 Dr. Automobile to be used as a second Police Car, for
the price of $530.00. Mr Enloe also offered to make a $30.00 do-
nation to the City toward the purchase of this car. Mr. Glen
Williams was present and agreed to donate $200.00 for he and
his father George Williams dba L & W Plumbing Co; toward the
purchase of this car. Motion Roy Ewen, Second Bob Lowman that
City Purchase this car. Motion Carried 5 For 0 Against.
Mr Lloyd Halliburton, who is the new addittion to our
Police Force, was introduced to the Council and stated that he
would be able to go to work December 1, and that he would try to
be moved to town by January 1, 1969.
Councilman Whitaker suggested that the Council get a leg-
al opinion in writing by the Citys Attorney on 1. What is the
Citys moral and legal responsibility in issuing a permit for the
Trailer Park? 2. If the citizens of Allen try to get an injuction
on this issue what is the City's responsibility toward the citizens
on this? Dan Strong made a motion Seconded by Bob Lowman that the
City not issue any permits or rezone any more property for Trail-
er Parks till the Master Plan for the City is Finalized. Motion
Carried 5 For 0 Against. Motion made and carried that Council ad-
journ.
These minutes read and approved this the 5 day of Dec. 1968
