City Council-City Of Allen
December 5, 1968
Present : Mayor Frank Dugger-Aldermen Leroy Ewen, Dan Strong,
C.D. Whitaker, Robert E. Lowman and Mack Holloway.
The City Council discussed some of the restrictions
and requirements that they expected Mr, Johnson to abide by
if a permit is issued for the proposed Mobile Home Park.
1. The Developer will install water and sewer lines and water
meters according to the City's Specifactions,
2. The Developer will also furnish the above items and labor
to install such,
3. Upon completion and acceptance by the City Engineer, these
items will become the property of the City, and will be main-
tained by the City.
4. Developer will furnish easments on utility lines to the City.
5. Developer will build concrete streets to meet the Standards
adopted by City. Streets will be private Streets and will be
maintained by the Developer.
6.Street Lights to be installed and maintained by the developer.
7. 2 spaces of off street parking to be provided for each trail-
er space.
8. All trailer units will be required to use Natural Gas: or electriety
9. All utilities will be placed underground.
10. No trailer smaller than 10 X 40 feet will be allowed to park,
11. Recreation area will be maintained and a 10:00 P.M. closing
time will be observed by the Swimming Pool as well as Re-
creation area.
12. The City will be notified before water or sewer is connect-
ed or disconnected.
13. The charge for permits will be determined by schedule adopt-
ed by Council at the November 7, 1968 meeting.
14. Each trailer home owner shall pay the prvailing charge set by
City for water meter deposit.
15. Developer will construct a six foot chain link fence on all 11.
aides of Mobile Home Park with a solid screen of greenry be-
hind fence.
16. Developer or park operator will grant City Of Allen Police
Department permission to enforce law on his property to con-
form with rest of City.
17. All buildings or structures erected on premisis of Mobile
Home Park will be required to have and will be charged the
regular charge for a building permit, Permit to be issued be-
fore construction is begun.
These restrictions will be observed as well as abiding by the
articles of Mobile Home Park Ordinance already adopted by the
City. No permit will be issued untill the Final Plans and Spec-
ifactions are approved and accepted by the City Engineer.
Mayor Dugger read a letter from Mr. Alex Orr the City Att-
orny, giving his legal opinion on issuing a permit for the
Mobil Home Park, Mr. Orris opinion was that the City was
legally required to issue a permit if all the City's spec-
ifactions were met by the Developer. Letters from the follow-
ing people were read, their names to be inserted into the
minutes and the letters to be filed.

Motion: Bob Lowman, Second Mack Holloway that our
City Attorney give us a legal opinion as to the legality of
the property of Mr. Johnson being brought into the City Limits,
A Copy of this letter to be placed in all business places.
Motion carried 5 For 0 Against.
Motion Dan Strong, Second Claude Whitaker that the
following names be submitted to serve on the Zoning Commission
The top five names to serve on zoning Board ; in the event that
any of these five not accept the appointment the next name with
the most votes would be selected.

Motion Carried 5 For 0 Against,
Motion: Claude Whitaker, Second Bob Lowman, That the
City of Allen charge $50.00 for each petition for zoning change,
the $50.00 to be payable at the time application is made for
zoning change. Motion carried 5 For 0 Against.
Jack Holt asked about the possibality of putting a garage
on his property in back of Mrs Bess Longs. After some dis-
cussion on this a motion was made by Bob Lowman, Seconded
by Claude Whitaker that the City deny this request as this
property is zoned Residential. Motion carried 5 For 0 Against
that the City deny this request.
Motion Roy Ewen, Second Dan Strong that the City purch-
ase certificates in a suitable frame, to be given to citizens
or persons, showing the City's appreciation for deeds or duty
rendered to the City. The certificates will be presented up-
on the reccommendation of the City Council. Motion carried 5

Motion Claude Whitaker, Second Bob Lowman that City pay
bills presented. Motion carried ; For 0 Against.
The Council asked Chief Burton to check the site and
draw plans for a fenced enclosure to place impounded auto-
mobiles after Ordinance on automobiles comes into effect.
The fence is to be 8 ft. high man-proof, built of 9/2
gauge wire with 3 strands of barb wire at top, with 2 14
foot wide gates Also to be placed in Bid was that fence.

Motion Roy Ewen, Second Dan Strong, that City increase
reconnect fee from $ 2.00 to $5.00 after the present water
cards are used up. Motion carried 5 For 0 Against.
The Council asked that the City Secretary notify Mr.
Hailds Pearce and Mr. Patrick Kirkland breasidattal of their
decisions on rezoning of their property.
Motion made, seconded, and carried meeting be adjourned.
