AN ORDINANCE OF THE CITY OF ALLEN, COLLIN COUNTY,
TEXAS, AMENDING THE APPROVED FISCAL YEAR 1984-85 BUDGET
BY INCLUDING ADDITIONAL FUNDS FOR THE PURCHASE OF WATER
METERS, DECLARING A PUBLIC NECESSITY AND AN EMERGENCY.
WHEREAS, on September 20, 1984, the City Council did approve the annual
operating budget for the City of Allen; and,
WHEREAS, since that date a significant number of new homes have been
constructed, requiring that the City place a water meter at each single family unit;
and,
WHEREAS, it has now become apparent and clear that the number of water
meters approved for purchase in the fiscal year 1984-85 budget will not be sufficient to
adequately service those new homes; and,
WHEREAS, a growing public necessity and it is an emergency expenditure to
meet unusual and unforseen conditions which could not by reasonable diligent thought
and attention been included in the original budget;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ALLEN, TEXAS:
SECTION 1. AMENDMENT TO THE BUDGET. The Water Department budget of
the Water and Sewer Fund is hereby amended to include an additional $12,450.00 to
purchase water meters as needed.
SECTION 2. PUBLIC NECESSITY. The Council hereby finds that it is a public
necessity to amend the approval fiscal year 1984-85 budget in this matter.
SECTION 3. DECLARING AN EMERGENCY. The nature of these expenditures
and the need for the additional water meters is such that the Council does declare an
emergency, and this Ordinance will take effect immediately upon its passage.
