Call to Order and Announce a Ouorum is Present
With a quorum of the Board Members present,Chair Smith called the meeting to order at 7:00 p.m.
in the City Hall Council Chambers at Allen City Hall,305 Century Parkway,Allen,Texas,75013.
Consent Agenda
1. Approve minutes from the August 5,2019,Workshop Meeting.
2. Approve minutes from the August 5,2019,Regular Meeting.
Motion: Upon a Motion by Board Member Barry and a second by 2" Vice-Chair
Howard, the Board voted 6 IN FAVOR and 0 OPPOSED, to approve the
Consent Agenda. The motion carried.

3. CONTINUED - Public Hearing — Conduct a Public Hearing and consider a request for a
variance from the minimum lot area which otherwise does not allow a subdivision pursuant to
the Board's authority under Allen Land Development Code Sec. 2.02.2.1(d)for 1.8851 acres
of land located in the William Snyder Survey, Abstract No. 821,and more commonly known
as 405 S. Malone Road, Allen, Texas; generally located at northeastern corner of the
intersection of Malone Road and High Point Drive.(BOA-070219-0005)[405 S.Malone Road]
Ms.Angel,Planner II,presented the item to the Board. She noted that staff is in support of the
item.
Mark Beaty, 1140 Stacy Road,Fairview,TX,the Applicant,provided additional background on
the case.

Chair Smith noted that the public hearing was continued from the previous meeting.
The following individuals spoke in support of the request:
• Asghar Afghani, 503 S. Malone Road, Allen, TX, and
• Donald Eason, 1557 Edelweiss, Allen,TX.
The Board received the following letters in opposition of the request:
• Pushpa Basnet, 5 Highpoint Drive, Allen,TX,
• Wyvonne Brecheen, 2 Highpoint Drive, Allen,TX,
• E. T. Boon, 10 Highpoint Drive, & 11 Highpoint Drive, Allen, TX, and
• Robert Thurgood, 7 Highpoint Drive, Allen, TX.
The Board discussed the following:
• Deed restrictions,
• Hardship,
• Existing structure,
• Driveway access,
• Public hearing notices, and
• Currently allowed uses.
Motion: Upon a Motion by Board Member Hollingsworth and a second by Board
Member Barry,the Board voted 4 IN FAVOR and 1 OPPOSED, to approve
the request to permit the variance from the minimum lot size for 405 S.
Malone Road. The motion carried.
Executive Session (As Needed)
Executive Session was not held.
Adjournment
Motion: Upon a Motion by Board Member Doherty and a second by 2"d Vice-Chair
Howard, the Board voted 6 IN FAVOR and 0 OPPOSED to adjourn the
meeting at 7:23 p.m.
The motion carried.
