Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Stout at 6:00 p.m.on Tuesday,June 23,2020,in the Basement Meeting Room of the Allen City
Hall, 305 Century Parkway,Allen,Texas.
1. Discussion Regarding Boards and Commissions.
2. Committee Updates from City Council Liaisons.
3. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:41 p.m. on
Tuesday, June 23, 2020.
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Stout at 7:00 p.m. on Tuesday, June 23, 2020, in the Council Chambers of the Allen City Hall,
305 Century Parkway,Allen,Texas.

MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Brooks,
the Council voted seven(7)for and none(0)opposed to adopt all items on the Consent Agenda
as follows:
2. Approve Minutes of the June 9,2020,Regular City Council Meeting.
3. Adopt a Resolution Authorizing the City Manager to Apply for, Accept, Reject, Alter or
Terminate a Grant Through Collin County Parks and Open Space Funding Assistance Program
for Construction of the Stephen G.Terrell Community Park Trails.
RESOLUTION NO.3755-6-20(R):A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT,"
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR,ACTING FOR,AND ON
BEHALF OF THE "APPLICANT" IN DEALING WITH COLLIN COUNTY, HERINAFTER
REFERRED TO AS "GRANTOR," FOR THE PURPOSE OF PARTICIPATING IN THE COLLIN
COUNTY PARK AND OPEN SPACE PROJECT FUNDING ASSISTANCE PROGRAM,
HEREINAFTER REFERRED TO AS THE "PROGRAM": CERTIFYING THAT THE
"APPLICANT"IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE: CERTIFYING THAT THE
"APPLICANT" MATCHING SHARE IS READILY AVAILABLE: AND DEDICATING THE
PROPOSED FACILITY FOR PERMANENT PUBLIC PARK AND PEDESTRIAN

4. Adopt a Resolution Authorizing an Interlocal Agreement with the City of McKinney Related to
Administration of a Food Assistance Program.
RESOLUTION NO.3756-6-20(R):A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN
INTER-LOCAL COOPERATION AGREEMENT BY AND BETWEEN THE CITY OF MCKINNEY
AND THE CITIES OF ALLEN FRISCO AND PLANO FOR THE ADMINISTRATION OF A FOOD
ASSISTANCE PROGRAM WITH COLLIN COUNTY EMERGENCY HOUSING AND LIVING

ASSISTANCE (EHLA) GRANT FUNDING; AUTHORIZING ITS EXECUTION BY THE CITY
MANAGER OR DESIGNEE;AND PROVIDING AN EFFECTIVE DATE.
5. Award Bid and Authorize the City Manager to Execute a Contract with Central North
Construction,LLC,for Construction of the Spirit Park Recreational Cricket Field in the Amount
of$354,453.
6. Authorize the City Manager to Execute an Agreement with Perry Weather Consulting, Inc., to
Purchase and Install Seven Stationary and One Portable Outdoor Weather Warning Stations at
Various Park Locations Throughout the City in the Amount of$114,300.
7. Award Bid and Authorize the City Manager to Execute a Contract with Durable Specialties,for
the Construction of the Bethany/Bel Air and Ridgeview/Watters Traffic Signal Construction
Project in the amount of$588,135.
The motion carried.

8. Adopt a Resolution Authorizing the Use of CARES Act Funds for a Business Recovery Program
in the Amount of$3,000,000.
RESOLUTION NO.3757-6-20(R):A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A
LOCAL SMALL BUSINESS GRANT PROGRAM, TEXAS AND APPROVING THE USE OF
CARES ACT FUNDS TO IMPLEMENT THE GRANT;AUTHORIZING ITS EXECUTION BY THE
CITY MANAGER OR DESIGNEE;AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion by Councilmember Brooks and a second by Councilmember Schulmeister,the
Council voted seven (7) for and none (0) opposed to adopt Resolution No. 3757-6-20(R), as
previously captioned, authorizing the use of CARES Act Funds for a Business Recovery
Program in the amount of$3,000,000.The motion carried.
9. Authorize the City Manager to Negotiate and Execute an Agreement with National Development
Council for Third-Party Administrator Services Related to the Business Recovery Program.
MOTION: Upon a motion by Councilmember Schulmeister and a second by Mayor Pro Tem Caplinger,
the Council voted seven(7)for and none(0)opposed to authorize the City Manager to negotiate
and execute an agreement with National Development Council for third-party administrator
services related to the Business Recovery Program.The motion carried.
10. Motion to Confirm City Council Appointments to the Council Nominating Committee as
Recommended by Mayor Stout.
MOTION: Upon a motion by Mayor Pro Tem Caplinger and a second by Councilmember Kizer, the
Council voted seven(7) for and none(0) opposed to confirm the appointments of Kurt Kizer,
Baine Brooks, and Carl Clemencich to the Council Nominating Committee as recommended
by Mayor Stout.The motion carried.

Mayor Stout announced the Executive Session then recessed the Regular Agenda at 7:39 p.m.
Executive Session
In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
7:50 p.m. on Tuesday, June 23,2020, in the Basement Meeting Room, 305 Century Parkway,Allen,Texas, in
order to discuss matters pertaining to:
13. Economic Development Deliberation Pursuant to Section 551.087 of the Texas
Government Code—
Discussion of Potential Economic Incentives for Properties Along the 121 Corridor.
The Executive Session adjourned at 8:46 p.m. on Tuesday,June 23, 2020.
14. Reconvene and Consider Action on Items Resulting from Executive Session.
The Allen City Council reconvened into the Regular Meeting at 8:51 p.m. on Tuesday, June 23, 2020. No
action was taken on items discussed during the Executive Session.
Adjournment
MOTION: Upon a motion made by Councilmember Doherty and a second by Councilmember Brooks,the
Council voted seven(7)for and none(0)opposed to adjourn the Regular Meeting of the Allen
City Council at 8:52 p.m. on Tuesday, June 23, 2020. The motion carried.
