CITY COUNCIL, CITY OF ALLEN

PRESENT: MAYOR FRANK DUGGER
COUNCILMEN: ROY EWEN, DAN STRONG, BOB LOWMAN, MACK HOLLOWAY
AND C.D. WHITAKER
MOTION DAN STRONG SECOND C.D. WHITAKER THAT MINUTES OF PREVIOUS
MEETING BE APPROVED AS READ. MOTION CARRIED 5 FOR 0 AGAINST.
MR. W.T. DUNGAN, FORMER REPRESENTIVE FROM THIS DISTRICT, APPEARED
BEFORE COUNCIL AND SPOKE ON THE ANNEXATION LAWS CONCERNING TOWNS AND CITIES.
JACK PARSONS AND W.A. EUBANKS APPEARED BEFORE COUNCIL WITH ADDITION-
AL PLANS ON THE DRAINAGE IN THE HILLSIDE VILLAGE ADDITION. COUNCIL INFORMED
AND MR PARSONS AGREED TO INSTALL AN UNDERGROUND STORM SEWER ALONG THE EAST
LINE OF HILLSIDE VILLAGE ADDITION #1 AND 112; BEGINNGING AT THE SOUTH LINE
OF MEADOW MEAD LANE AND CONTINUING SOUTHWARD TO THE SOUTHERN MOST PROPERTY
LINE OF HILLSIDE VILLAGE ADDITION #2.
HOWARD SNIDER PRESENTED A RECCOMENDATION TO THE COUNCIL FROM THE
PLANNING AND ZONING CCUMISSION ON THE ZONING REQUEST FROM THE OKC CORPORATION
ASKING THAT 100 ACRES IN THE WM. PEHRIN SURVEY BE ZONED TO ALLOW A MOBILE
HOME PARK TO BE CONSTRUCTED ON THE DESCRIBED PROPERTY. THE PLANNING AND ZONING
COMMISSION RECCO:TENDED THAT COUNCIL ZONE THE PROPERTY FOR A MOBILE HOME PARK
BY A VOTE OF 4 FOR 1 AGAINST. AFTER SOLS DISCUSSION BOB LOWMAN NAME A MOTION
SECONDED BY MACK HOLLOWAY NOT TO ZONE THE PROPERTY FOR A MOBILE HOME PARK.
MOTION CARRIED 4 FOR 1 AGAINST. VOTING NOT TO ZONE THE PROPERTY BOB LOWMAN,
DAN STRONG, C.D. WHITAKER AND MACK HOLLOWAY. VOTING TO ALLOW THE ZONING ROY
EWEN.
MOTION C.D. WHITAKER SECOND MACK HOLLOWAY THAT LIBRARY BOARD HIRE
A LIBRIARIAN FOR A 20 HOUR WEEK AT $1.45 PER HOUR. MOTION CARRIED 5 FOR 0
AGAINST.
MOTION ROY EWEN SECOND DAN STRONG THAT THE ZONING FEE BE RETURNED
TO THE OKC CORPORATION. DAN STRONG AND ROY EWEN VOTED YES, MACK HOLLOWAY,
BOB LOWMAN AND C.D. WHITAKER VOTED NO. MOTION FAILED 2 FOR 3 AGAINST.
MOTION BOB LOWMAN SECOND MACK HOLLOWAY THAT BILLS PRESENTED BE
APPROVED. MOTION CARRIED 5 FOR 0 AGAINST.
MOTION DAN STRONG SECOND C.D. WHITAKER THAT MEETING ADJOURN.
MOTION CARRIED 5 FOR 0 AGAINST.
THESE MINUTES READ AND APPROVED THIS THE 5 DAY OF FEBRUARY 1970.
