With a quorum,of the Allen City Council present,the Workshop Session of the Allen City Council was
called to order by Mayor Pro Tern Schulmeister at 6:03 p.m. on Tuesday, October 11, 2022, in the
Basement Meeting Rooms of Allen City Hall, 305 Century Parkway,Allen,Texas.
2. Items of Interest
2.1 Discuss Allen Land Development Code updates regarding the Central Business District.
2.2 Committee updates from City Council Liaisons.
2.3 Questions on the current Agenda.
3. Adjourn to Regular Meeting
With no further discussion,Mayor Pro Tern Schulmeister adjourned the Workshop,Session of the Allen
City Council at 6:55 p.m. on Tuesday, October 11, 2022, in the Basement Meeting Rooms of Allen
City Hall,305 Century Parkway,Allen,Texas.

1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present,the Regular Meeting of the Allen City Council was
called to order by Mayor Pro Tern Schulmeister at 7:00 p.m.on Tuesday, October 11,2022,in the City
Council Chambers ofAllen City Hall, 305 Century Parkway,Allen, Texas.

Councilmember Comette led the Pledge of Allegiance.
3. Public Recognition
3.1 Plaques to Former Board Members.
The following individuals were recognized for their service as former board members.

3.2 Presentation of Proclamations by the Office of the Mayor.
• Presentation of a Proclamation proclaiming"Diwali Month" in Allen.

• Walt Hannon, 1447 Lone Star Court,Allen,Texas, spoke on dances at the senior center.

• Baine Brooks, 1810 San Carlos Avenue,Allen,Texas,spoke on the Arbor Day Celebration.
• Michelle Boren, 1613 Broadmoor Drive, Allen, Texas, spoke on the proposed AISD boundary
realignment.
• Mike Farley, 1303 Creekwood Court, Allen, Texas, spoke on the safety of students walking to
school.

5. Consent Agenda
MOTION: Upon a motion made by Councilmember Shafer and a second by Councilmember Comette,the
Council voted six(6)for and none(0)opposed,to approve all items on the Consent Agenda as
follows:

5.1 Approve minutes of the September 27,2022,Regular City Council Meeting.
5.2 Approve minutes of the October 3,2022,TRIAD Meeting.
5.3 Adopt a Resolution affirming prior appointments to Place Nos.1,3,and 5 of the Planning
and Zoning Commission as three-year terms ending September 30,2024.
RESOLUTION NO.3959-10-22(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, AFFIRMING PRIOR APPOINTMENTS
TO PLACE NOS. 1, 3, AND 5 OF THE PLANNING AND ZONING COMMISSION AS
THREE-YEAR TERMS ENDING SEPTEMBER 30, 2024; AND 'PROVIDING AN
EFFECTIVE DATE.
5.4 Adopt a Resolution denying the rate change application proposed by Oncor Electric
Delivery Company,LLC.
RESOLUTION NO.3960-10-22(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, FINDING THAT ONCOR ELECTRIC
DELIVERY COMPANY LLC'S ("ONCOR" OR "COMPANY") APPLICATION TO
CHANGE RATES WITHIN THE CITY SHOULD BE DENIED; FINDING THAT THE
CITY'S REASONABLE RATE CASE EXPENSES SHALL BE REIMBURSED BY THE
COMPANY; FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS
PASSED IS OPEN TO THE PUBLIC AS REQUIRED BY LAW;REQUIRING NOTICE OF
THIS RESOLUTION TO THE COMPANY AND LEGAL COUNSEL; AND PROVIDING
AN EFFECTIVE DATE.
5.5 Adopt:a Resolution approving the City's Investment Policy governing the investment of
municipal funds.
RESOLUTION NO.3961-10-22(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN,COLLIN COUNTY,TEXAS,APPROVING AN INVESTMENT POLICY
AND THE INVESTMENT OF MUNICIPAL FUNDS;AND PROVIDING AN EFFECTIVE
DATE.
5.6 Adopt a Resolution authorizing the City Manager to execute a Partial Release and
Quitclaim of a Portion of a Public Trail Easement to Facilitate Development of Certain
Property formerly known as The Arts Center of North Texas on Ridgeview Drive.
RESOLUTION NO.3962-10-22(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING RELEASE AND
QUITCLAIM:OF A PORTION OF A PUBLIC TRAIL EASEMENT IN THE C. JACKSON
SURVEY, ABST. NO. 489; AUTHORIZING THE CITY MANAGER TO PREPARE,
EXECUTE, AND RECORD NECESSARY DOCUMENTS EVIDENCING PARTIAL
RELEASE AND QUITCLAIM OF SAID EASEMENT;AND PROVIDING AN EFFECTIVE
DATE.
5.7 Award bid and authorize the City Manager to execute an agreement with KT Contracting
Concrete Series,LLC, for On-Call Concrete street repair,sidewalk replacements under
the Residential Cost-Shared Sidewalk Program, Concrete Replacement for drainage

projects, and Park Trail Maintenance; with an estimated total amount not to exceed
$1,700,000 with the option for two(2) one-year renewals.
5.8 Authorize the City Manager to execute a facilities agreement with H-E-B,LP,for impact
fee credit in exchange for intersection improvements at the Exchange Parkway and
Greenville Avenue intersection.
5.9 Award bid and authorize the City Manager to execute a contract with KE Industrial,
LLC,for installation of emergency generators at Fire Station Nos.3 and 4 for$248,708.
The motion carried.

7. Other Business
7.1 Calendar.
7.2 Items of Interest.
• Councilmember Clemencich recognized Recreation Specialist Thomas Matthews for his
quick response in saving the life of.a young child he rescued from Bethany Lakes.
• Councilmember Corneae announced the Annual Heritage Guild Fall Festival held on
October 1st was well attended.
• Councilmember Corvette shared that he had questioned representatives from TxDOT
regarding debris on US 75 through Allen.
8. • Executive Session(As needed).
8.1 Reconvene and consider action on items resulting from Executive Session.
The Executive.Session was not held.

Mayor Pro Tem Schulmeister adjourned the Regular Meeting of the Allen City Council at 7:53 p.m.on
Tuesday, October 11,2022.
