Present: Mayor Frank Dugger
Councilmen: Roy Ewen, Clifford Hart, Bob Lowman, C.D. Whitaker &
Mack Holloway.
Motion Bob Lowman Second Roy Ewen That minutes of previous meeting
be approved as read by City Secretary. Motion Carried 5 For 0 Against.
Ural Martin appeared before Council and presented a petition for
reinstatement to his job of Patrolman with the Police Department. This pet-
ition was signed by 40 citizens and was read to the Council by Mayor at the
request of Mr. Martin. Motion C.D. Whitaker Second Bob Lowman that reinstatement
be denied and petition be dissapproved. Motion Carried 4 For 0 Against. Clifford
Hart abstained from voteing on the motion.
W.E. Ford appeared before Council and presented information concern-
ing the renewal of Insurance coverage on the Municipal Facilities. After Mr.
Ford's presentation Council felt that the present coverage on the contents of
the buildings along with the Fire Equipment should be increased because of rising
replacement costs. Motion C.D. Whitaker Second Mack Holloway that Council
authorize Mr. Ford to write a 3 year policy on the building at a premium of
$1931.00 and to increase the coverage un the contents of the buildings to a
value of $25,000.00 and a value of $20,000.00 on the Fire Equipment. Motion
Carried 5 For 0 Against.
Charles Guede appeared before Council and presented plans for two
houses that contained only 860 square feet of living area in them and asked
Council's approval on these plans. Motion C.D. Whitaker Second Mack Holloway
that since the houses did not meet the required 1,000 square feet requirement
previously set by Council, that Mr. Guede's request be denied. Motion Carried
5 For 0 Against.
Motion C.D. Whitaker Second Clifford Hart that bills presented be
approved. Motion Carried 5 For 0 Against.
Mike Mahoney & Gerry Rudd along with the Planning and Zoning Comm-
ission appeared before Council to present Reports 1,2,3 & 4 of the Master Plan.
T.H. Erickson, President of the Board of Trustees of the Allen Independent
School District was also present with this group. Motion C.D. Whitaker Second
Bob Lowman that Council adopt Articles 1 thru 5 of the Proposed Zoning ordinance
of the Master Plan. Motion Carried 5 For 0 Against.
Motion Roy Ewen Second Clifford That Planning and Zoning commission
be authorized to hold Public Meetings on the date set by the Commission.
Motion Carried 5 For 0 Against.
Motion Bob Lowman Second Clifford Hart that meeting be adjourned
untill December 22, at that time a special meeting has been called to have
a joint meeting with the City Officials of the City of Parker. Motion Carried
5 For 0 Against.

PETITION FOR REINSTATEMENT
PATROLMAN U. E. MARTIN pf
TO THE HONORABLE MAYOR AND CITY COUNCIL �I
CITY OF ALLEN
STATE OF TEXAS
Each of the undersigned persons, having an honest and sincere
regard for the welfare and safety of the citizens of the City of Allen and
acting in what each regards as the best interest of the City of Allen, do
hereby respectfully requests The Honorable Mayor and City Council of the
City of Allen to reinstate Patrolman U. E. Martin and to render whatever
acts and deeds are necessary and deemed expedient to effectively cause
said reinstatement of U. E. Martin as a Patrolman for the City of Allen.
The said U. E. Martin was improperly dismissed on the 16th day of November,
1970, over a minor occurrence which it is in the best interest of public
reliance and corporate justice for said city to rectify. The said
U. E. Martin is personally known by each of the undersigned to be a person
of unswerving dedication and fairness to the conduct of his duty as an
officer with utmost integrity. The said U. E. Martin is physically
qualified and has been duly trained and certified to properly and efficiently
carry out the duties of a Patrolman. To our best knowledge and belief, he
has done nothing during his tenure as a Patrolman to warrant his dismissal
and we confidently and earnestly request his reinstatement as Patrolman.
