Mayor Frank Dugger of Allen welcomed the above Officials, representing the
City of Parker, to this Special Meeting called by the Officials of these two
Cities to try and work out a common boundry line between the City of Allen and
the City of Parker. This plan to be presented along with agreements from other
Cities in Collin County, to be worked up as a bill to be presented in the next
Legislature. These boundry lines be fixed while the land is still in the un-
developed stage so as to prevent a boudry line dispute between two or more
Cities in the future after the land has been developed. At thin point in the
meeting, Mayor bugger invited Mayor Bozeman to present his City's views as to
where they felt the boundry lines should be established.
Mayor Bozeman said that originally their plan of Incorporation was to follow
owned by Metz Williams, Northward to the North boundry line of a Tract of land
owned by Henry Wyneken and then proceed Eastward, along a 300 foot strip of
land on each side of a gravel road, said gravel road being the North Line of
Tracts of land owned by F.E. Beddell, Jim Malone, W. Nash Shelley and L.V. Reid,
to a point in F.M. Road 2551; thence, Southward along said F.M. 2551, 300 feet
on each side to a point in F.M. Road 25111, better known as Parker Road. Mr.
Bozeman also said that since Mr. Ed lunge, Mr. Wyneken, F.E. Beddell and Nash
Shelley had expressed a desire not to be in Parker City Limits that their Council
had agreed to release then from the incorporation.
Mayor Dugger, in answer to Mayor Bozeman's opening remarks, stated that the
City of Allen felt like that their road boundries were valid from a legal stand-
point, since they were established in 1962 and validated by the Texas Legislature.
The greater portion of this property mentioned by Mayor Bozeman is inside these
boundries. However, Mayor Dugger stated that he felt that the City of Allen
woald try to make some consessiona as to these boundries, if some workable sol-
ution could be worked out between the two Cities, to prevent beceming involved
in a law suit against the City of Parker.
Mayor Bozeman then made the following proposal, Beginning at a point in the
East line of Cottonwood Creek, said point being the Northwest corner of a Tract
of land owned by Metz Williams, Thence; East along the North line of said Metz
Williams Tract to a point in the East Right-Of-Way line of a gravel road, said
gravel road being better known as Allen Heights Drive, THENCE; in a Northerly
direction along the West property line of Tracts of land owned by Johnny Hall,
L.O. Bolin & Kenneth Bolin to a point in the North line of a Tract of land owned
by L.O. Bolin, THENCE; East along the North line of the said L.O. Bolin Tract,
to a point in the West Right-Of-Way Line of a dirt road, THENCE; South along
the West Right-Of-Way line of said dirt road to a point, said point being the
Southwest corner of a Tract of land owned by W. Nash Shelley in the D.B. Hearne
Survey, THENCE; East cling the South line of said W.Nash Shelley tract to a
point in the East Right-Of-Way Line of F.M. M 2551. All land North, West and
East of this line to be in the City of Allen's Jursidiction.

After some discussion on this proposal, Mayor Dugger made the following
proposal to the City of Parker in behalf of the City Council of Allen.
BEGINNING at a point in the East line of Cottonwood Creek, said point be-
ing the Northwest Corner of a Tract of land owned by Metz Williams, THENCE;
in a Southerly direction with the center of Cottonwood Creek and the West
line of the Meta Williams Tract, to a point in the center line of Cotton-
wood Creek, said point being the 6outhnMt corner of said Metz Williams Tract,
THENCE; in an Easterly direction along the South line of Metz Williams Tract
across Allen Heights Drive continueing East Along the South Survey Line of the
James S. Bradley Survey, Abstract # 89, to a point in the Southwest corner of
of the D.B. Hearne Survey, Abstract # 427, THENCE; North along the West line
of the D.B. Hearne Survey to a point, said point being the Southwest corner of
Tract of land owned by W. Nash Shelley in the D.B. Hearne Survey, THENCE; East
along the South Boundry line of said W. Nash Shelley Tract to a point in the
East Right-Of-Way line of F.M. # 2551. All land North of this line to be in
Allen and all South in Parker.
After a lengthy discussion between both Councils, it was agreed upon by both
Cities, to contact L.O. Bolin, Kenneth Bolin, Metz Williams and Johnny Hall
as to which City they would like for their property to be in. If a Majority
of those contacted expressed a desire to be a part of Allen, the City of Parker
would then accept Allen's proposal and draw their City Limit Lines accordingly.
If a Majority of those contacted expressed a desire to be a part of Parker,
then Allen Would accept Parker's Proposal, and would draw their City Limit
Lines accordingly.
The meeting closed at this point with Mayor bugger and the City Council express-
ing their appreciation for the Parker Officials for coming and making the effort
to work out a solution to this problem.
