Allen, Texas
Present: Mayor Frank Dogger
Councilmen: C.D. Whitaker, Mack Holloway, Bob Lowman, Clifford Hart &
Councilmen Elect Johnnie Blankenship & Johnny Pannell.
Absent: LeRoy Ewen.
Motion Bob Lowman Second Claude Whitaker that minutes of previous
meeting be approved as read. Motion Carried 4 For 0 Against.
Motion Bob Lowman Second Claude Whitaker that the results of the
City Councilman Election held on April 3rd be certified. In this election
Robert E. Lowman - 192 votes, Johnny Pannell - 187 votes & Johnnie Blankenship
135 votes were elected to a two year term on the City Council. Other canidates
receiving votes were: LeRoy Ewen - 115, Robert L. Carr - 97 & W.A. Eubanks - 45.
Motion Carried 4 For 0 Against.
City Secretary A.C. Story administered the Oath of Office to Council-
men elect Robert E. Lowman, Johnny Pannell & Johnnie Blankenship.
A Public Hearing was held on the Annexation of property owned by
the Allen Independent School District into the Corporate Limits of the City.
This property is located South of the present Elementary School and is better
known as the John O'connor property. Since there was no one present to speak
against this annexation, a Motion by Bob Lowman Seconded by Johnny Pannell that
this property be annexed into the City Limits and Ordinance No. 104 be approved
on this annexation. Motion Carried 5 For B Against.
A reccomendation was heard from the Planning & Zoning Commission
reccomending the Council approve the Zoning change and set a date for a Public
Hearing on Lots 6 & 7 - Block 20 - Old Donation and Lots 8,9&10 - Block 19 -
Old Donation. Motion Bob Lowman Second Claude Whitaker that hearing on these
zoning changes be set for May 6 at 7:30, P.M. Motion Carried 5 For 0 Against.
Motion C.D. Whitaker Second Bob Lowman that a resolution be approved
making adjustments to the 1970 Tax Roll. Motion Carried 5 For 0 Against.
Charles Tripplett appeared before Council and presented his bid on
the garbage pick up in the City. Council advised Mr. Tripplett that they need-
ed time to study his proposal and also to look at other bids on this service
before coming to any decision at this time.
Representives of the Little League appeared before Council and presented
a request asking the City to purchase some portable bleachers and to pay the
electricity bill on the Little League Ball Park for the coming year. Council
asked that they bring the figures on the amount spent for electricity for last
year before making any decision on assuming the electricity bill. Also Council
felt that further study should be made in the purchasing of the bleachers.
Wm. Ward and Mike Liaenbee appeared before Council and asked for in-
formation as to what plans the City had on the utilizing the space that was for-
merly the site of the Sewer Plant. Council advised this group to work out any
plan that was suitable to them and that the City would try to cooperate with
the Jaycees on this project in any way possible.
Motion Bob Lowman Second Clifford Hart that bills presented be app-
roved. Motion Carried 5 For 0 Against.

untill next Regular Meeting on May 6. Motion Carried 5 For 0 Against.
