1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present,the Workshop of the Allen City Council was called
to order by Mayor Fulk at 6:00 p.m. on Tuesday,February 14, 2023, in the Basement Meeting Rooms
of Allen City Hall, 305 Century Parkway,Allen,Texas.

2.1 Waste Services Contract.
2.2 Visitor Origin Market Analysis.
2.3 Committee updates from City Council Liaisons.
2.4 Questions on the current Agenda.
3. Adjourn to Regular Meeting
With no further discussion,Mayor Fulk adjourned the Workshop of the Allen City Council at 6:54.p.m.

Regular Meeting
1. Call to Order and Announce a Quorum is Present
With.a quorum of the Allen City Council present,the Regular Meeting of the Allen City Council was
called to order by Mayor Fulk at 7:00 p.m. on Tuesday, February 14, 2023, in the City Council
Chambers of Allen City Hall, 305 Century Parkway,Allen, Texas.

Nathan Polsky, 1108 Timberline Lane,Allen,Texas spoke regarding Item 5.6.concern over the pricing
of furniture items.
Jack Brothers, 501 Stretford Lane, Allen, Texas, spoke regarding TCEQ permits ending in 2024, the
next steps in Stormwater Management,and the need for more field testing.
5. Consent Agenda
Councilmember Cornette requested that Agenda Item 5.6 be removed from the Consent Agenda.
MOTION: Upon a motion made by Councilmember Clemencich and a second by Mayor Pro Tem
Schulmeister, the Council voted seven(7) for and none (0) opposed to approve all remaining
items on the Consent Agenda as follows:
5.1 Approve Minutes of the January 24,2023,Regular City Council Meeting and the
January 28,2023,City Council Called Meeting for Strategic Planning.
5.2 Adopt a Resolution ordering the May 6, 2023, Joint General Election and authorize the
City Manager to enter into a Joint General Election Contract with the Elections
Administrator of Collin County.
RESOLUTION NO. 3981-2-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, ORDERING A JOINT GENERAL
ELECTION TO BE HELD ON MAY 6, 2023, FOR THE PURPOSE OF ELECTING THE
MAYOR AND CITY COUNCILMEMBER FOR PLACE NO. 2; DESIGNATING THE
LOCATION OF POLLING PLACES; ORDERING NOTICE OF ELECTION TO BE GIVEN
AS PRESCRIBED BY LAW IN CONNECTION WITH SUCH ELECTION;AUTHORIZING
EXECUTION OF JOINT ELECTION AGREEMENT; AND PROVIDING FOR AN
EFFECTIVE DATE.
5.3 Adopt a Resolution establishing application fees relating to development of property in
the Downtown District pursuant to Allen Development Land Development Code section
4.08.19,as amended.
RESOLUTION NO. 3982-2-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
ALLEN CITY COUNCIL

CITY OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING APPLICATION FEES
RELATING TO THE DEVELOPMENT OF PROPERTY IN THE DOWNTOWN DISTRICT
IN ACCORDANCE WITH ALLEN LAND DEVELOPMENT CODE SECTION 4.08.19,AS
AMENDED; PROVIDING A REPEALING CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
5.4 Adopt a Resolution supporting legislation to authorize the City of Allen,Texas to receive
certain tax revenues from a qualified hotel project.
RESOLUTION NO.3983-2-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING LEGISLATION WHICH
WOULD AMEND TEXAS TAX CODE SECTION 351.152 TO AUTHORIZE THE CITY .
OF ALLEN, TEXAS, TO RECEIVE CERTAIN TAX REVENUES GENERATED, PAID
AND COLLECTED BY A QUALIFIED HOTEL PROJECT TO BE USED FOR PURPOSES
REQUIRED BY CHAPTER 351, SUBCHAPTER C OF THE TEXAS TAX CODE; AND
PROVIDING AN EFFECTIVE DATE.
5.5 Authorize the City Manager to purchase Motorola Portable Radios for the Allen Fire
Department from Motorola Solutions for$800,000.
5.7 Receive the Quarterly Investment Report for period ending December 31,2022.
5.8 Receive the Quarterly Financial Report for period ending December 31,2022.
5.9 Motion to cancel the March 28,2023,Regular City Council Meeting.
The motion carried.
5.6 Authorize the City Manager to execute a contract with Interior Resources Group,for the
purchase of-furniture at the Stephen G.Terrell Recreation Center for$575,533.
MOTION: Upon a motion made by Councilmember Cornette and a second by Councilmember
Shafer, the Council voted seven (7) for and none (0) opposed to authorize the City
Manager to execute.a contract with Interior Resources Group, for the purchase of
furniture at:the Stephen G.Terrell Recreation Center for-$575,533.The motion carried.
6. Regular Agenda
6.1 Conduct-a Public Hearing and adopt an Ordinance to amend the development regulations
of Planned Development No. 54 with a base zoning of Community Facilities and adopt a
Concept Plan,:Building Elevations,and Landscape Plan for Property generally located
southwest of Exchange Parkway and Junction Drive. [Medical Offices—NTMWD]
Mayor Fulk opened the public hearing for this agenda item and asked anyone wishing to speak
for or against this item to do so at this time.
With no one speaking,Mayor Fulk closed the public hearing.

ORDINANCE NO.3984-2-23: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND
DEVELOPMENT CODE ZONING REGULATIONS AND ZONING MAP, AS
PREVIOUSLY AMENDED,BY AMENDING THE REGULATIONS RELATING TO THE
USE AND DEVELOPMENT OF LOT 2, BLOCK A, NORTH SYSTEM EXCHANGE
PARKWAY GROUND STORAGE ADDITION LOCATED IN PLANNED
DEVELOPMENT"PD"NO. 54 WITH A BASE ZONING OF COMMUNITY FACILITIES
"CF" AND ADOPTING A CONCEPT PLAN, LANDSCAPE PLAN, AND BUILDING
ELEVATIONS;PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE;PROVIDING
FOR A SEVERABILITY CLAUSE; PROVIDING FOR A SAVINGS CLAUSE;
PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO
THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Meis and a second by Councilmember Clemencich,
the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3984-2-23, as
previously captioned, to amend the development regulations Of Planned Development No. 54
with a base zoning of Community Facilities. The motion carried.
7. Other Business
7.1 Calendar.
• February 18, 2023 — Police vs. Fire Hockey game benefiting the Allen Public Safety
Recovery Fund with the VFW Color Guard posting the colors.
7.2 Items of Interest.
• Council wished happy birthday to Deputy City Manager Eric Strong.
Mayor Fulk recessed the Regular Agenda at 7:25 p.m. and announced the Executive Session.
8. Executive Session
In accordance with the Texas Government Code, the Allen City Council convened into Executive
Session at 7:30 p.m.on Tuesday,February 14,2023,in the Council Conference Room of the Allen City
Hall, 305 Century Parkway,Allen,Texas, in order to discuss matters pertaining to:
8.1 Texas Government Code Section 551.074 Personnel Deliberation:
• Discussion of appointments to the Planning and Zoning Commission, Board of
Adjustment, and Allen Community Development Corporation or other Quasi-Judicial
Boards as may be necessary.
The Executive Session adjourned at 7:41 p.m. on Tuesday,February 14,2023.
8.2 Reconvene and Consider Action on Items Resulting from Executive Session.

The Allen City Council reconvened into the Regular Meeting at 7:42 p.m. on Tuesday,
February 14, 2023, in the City Council Chambers of Allen City Hall, 305 Century Parkway,
Allen, Texas. The following action was taken on items discussed during Executive Session.
MOTION: Upon a motion made by Councilmember Meis and a second by Mayor Pro Tern Schulmeister,
the Council voted seven (7) for and none (0) opposed to appoint Sandeep Kathuria, Planning
and Zoning Commission, Place No. 4 and Cynthia Walker, Board of Adjustment,Place No. 5
in accordance with the City Council discussion held during Executive Session. The motion
carried.
9. Adjournment
Mayor Fulk adjourned the Regular Meeting of the Allen City Council at 7:43 p.m. on Tuesday, February 14,
2023.
