A RESOLUTION OF THE CITY COUNCIL, CITY OF ALLEN, COLLIN
COUNTY, TEXAS, APPROVING THE RECOMMENDATION OF THE MAIN
STREET STUDY COMMITTEE CONCERNING THE ALIG14MENT OF MAIN
STREET FROM U.S. 75 TO S.H. 5 AND AMENDING THE CITY'S
EXISTING THOROUGHFARE PLAN TO INCLUDE THE PROPOSED ALIGN-
MENT, REQUESTING THE COLLIN COUNTY COMMISSIONER'S COURT
TO RELEASE FUNDS FOR THIS PROJECT, AUTHORIZING THE CITY
STAFF TO BEGIN ACQUISITION OF RIGHT-OF-WAY IN ACCORDANCE
WITH THE PLAN, AND AUTHORIZING USE OF FUNDS RELEASED BY
THE COLLIN COUNTY COMMISSIONER'S COURT TO INITIATE
IMPLEMENTATION OF THE PHASING OF THE PROJECT.
WHEREAS, the City of Allen Comprehensive Urban Plan
originally completed in 1970 and updated in 1977 and 1978
delineates a thoroughfare through the downtown corridor
of Allen interconnecting the F.M. 2170 underpass of U.S. 75
to the existing F.M. 2170 intersection at S.H. 5, and,
WHEREAS, the existing alignment of that roadway and
the amount of existing right-of-way will not accommodate
such a thoroughfare, and,
WHEREAS, the City Council has for several years recognized
the need to select an alignment for that thoroughfare to
provide for the orderly growth of the City, and,
WHEREAS, the City Council in March of 1983 did authorize
the creation of the Main Street Study Committee to assist
the Council by reviewing all alternates and proposing an
alignment for the Main Street Thoroughfare, and,
WHEREAS, the Main Street Study Committee has completed
its work by recommending a proposed alignment for the Main
Street Thoroughfare and by holding a public meeting, the
purpose of which was to provide information about the
proposed alignment to the public and receive public input, and,
WHEREAS, the Collin County Commissioner's Court in
May, 1983, placed before the voters of Collin County a bond
program that included a proposition for acquisition of right-
of-way, construction and reconstruction of certain streets
and bridges and thoroughfares throughout the county, said
proposition received voter approval and said bond proposition
included funds to assist in the construction/reconstruction

and right-of-way acquisition for Main Street (F.M. 2170)
east of U.S. 75 within the corporate limits of the City
of Allen.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF ALLEN, TEXAS:
SECTION 1. The recommendation of the Main Street
Study Committee is hereby approved. Consistent with that
recommendation, the City's current thoroughfare plan is
hereby amended for that portion of the Main Street Thoroughfare
(F.M. 2170) between U.S. 75 and S.H. 5. The recommendation
and the documentation of the study conducted by the Main
Street Study Committee is hereby attached and made a part
hereof for all purposes.
SECTION 2. The City Council hereby requests that the
Collin County Commissioner's Court release those funds
designated for use in the construction/reconstruction and
right-of-way acquisition for the Main Street Thoroughfare
east of U.S. 75 within the corporate limits of the City of
Allen to allow the implementation of the phasing of the
projects as outlined in the attached study.
SECTION 3. The City Staff is hereby authorized to
begin acquisition of the right-of-way needed for this
thoroughfare through dedication and through purchase of
property.
SECTION 4. It is the intention of the City Council
to include the City's share of the acquisition and construction
of the Main Street Thoroughfare in future bond programs
consistent with the phasing of the project.

PUBLIC HEARING NOTICE,
MAIN STREET STUDY PROPOSAL
Notice is hereby given that the Allen City Council will conduct a public
hearing at their next regular City Council Meeting at 7:30 p.m. on Thutiday,
November 3, 1983, in the Council Chambers of the Allen Municipal'Annex,
One Butler Circle, Allenjexas, to consider the proposed recommendation
of the Main Street Study Committee on the alignment of the Main Street
thoroughfare, between U.S. 75 and State Highway 5 through the downtown
area, in the City of Allen.
All interested residents are invited to attend this public hearing and,.V"ol6e
their opinion.'
