Present: Mayor Frank Dogger
Councilmen: C.D. Whitaker, Clifford Hart, Bob Lowman, Johnny Pannell,
Johnnie Blankenship.
Motion Bob Lowman Second Johnny Pannell that minutes of previous meeting
be approved as read. Motion carried 5 For 0 Against.
Represenatives of Wisenbaker & Fix, Charles Englishbee, urban -regional
plane*.for the State of Texas, and Mike Mahoney, planning consultant, were
present and presented the final reports of the City Master Plan. Motion C.D.
Whitaker Second Johnnie Blankenship that the Master Plan be accepted and app-
roved. Motion Carried 5 For 0 Against.
Reccasendation was heard from the Planning and Zoning Commission on the
rezoning of the Blanche E. Tidwell, at ux, property, being lots 1 -2 -3 -4 -5 -
Block 28 - Old Donation and all of Block 3 - J.M. Whisenant Addition, from "B"
to "F" Classifaction.Motion Johnnie Blankenship Second Johnny Pannell that
Council set October 7, 1971 as the date for a public hearing on the rezoning
of this property. Motion Carried 5 For 0 Against.
Motion Johnny Pannell Second Clifford Bart thag the Final Plans on
Hillside Village N4 be approved subject to receipt of a letter of approval
from Walter Hicks, City Engineer. Motion Carried 5 For 0 Against.
A proposal by Water Tank Service Co, Inc. was presented on the repairing
of a hole in the overhead water tank, cleaning the inside and outside and re-
painting the entire tank and tower. Council tabled this proposal untill further
study could be made.
Motion Clifford Hart Second Johnnie Blankenship that bills presented be
approved.Motion Carried 5 For 0 Against.
Council postponed till next mating a decision on whether to approve
the purchase of two radios for the Fire Department.
Johnny Caplinger, Ronald Gentry, non Francis, Bill Enloe and Elo Zinke
were appointed to serve on the Building Standards Advisory Committee. City
Attorney is to draft Ordinance on rales and regulations for above Committee.
Council, after discussion, agreed to change the City's policy requiring
members of the Police Department to reside in the City Limits, since this policy
was a determient to the Department in hiring qualified policemen. Council
agreed that as long as the employee involved lived within a reasonable distance
to the City should be sufficient. Chief Burton is to determine what the reasonable
distance is to be.
Scott Allen appeared before Council and presented a map received from the
$ City of Parkers Attorney showing the proposed boundries between the two Cities.
With corrections made to the map, Mr. Allen is to contact Parker's Attorney
and draft a contract to be signed by both Cities on this matter.
Public Hearing was held on the annexation of 75 acres in the G.W. Ford
Survey owned by Neil Holm. Motion Bob Lowman Second C.D. Whitaker that Ordinance

# 116 be approved annexing this property to the Corporate Limits of the City
of Allen. Motion Carried 5 For 0 Against.
Motion C.D. Whitaker Second Clifford Hart that Ordinance # 113 regulating
the speed of traffic on State Highway # 5 be approved. Motion Carried 5 For 0
Against.
Motion Bob Lowman Second Johnny Pannell that Ordinance # illi regulating the
speed of traffic on F.M. # 2170 be approved. Motion Carried 5 For 0 Against.
Motion Johnny Pannell Second C.D. Whitaker that Ordinance # 115 rezoning
Tracts A & B - Lewis Wetsel Survey owned by West -Browning, changing the zoning
From "A" Classifaction to "F" Claeaifaction, be approved. Motion Carried 5 For
0 Against.
Motion Johnny Pannell Second Bob Lowman that meeting adjourn. Motion Carried
5 For 0 Against.
