A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, TEXAS, APPROVING AND ADOPTING THE "SCHOOL
CROSSING TRAFFIC SAFETY PROGRAM" AS RECOMMENDED;
APPROVING A PROCEDURE FOR EVALUATING NEW CROSSING
GUARD LOCATIONS, APPROVING A PROCEDURE FOR FUNDING
AND STAFFING THE SAFETY PROGRAM, PROVIDING AREAS
OF NO PARKING ADJACENT TO CROSSWALKS.
WHEREAS, the City of Allen recognizes its responsibility
in providing traffic safety, particularly in school areas; and
WHEREAS, the City of Allen and the Allen Independent
School District have agreed to share in a School Traffic
Safety Program, both financially and operationally; and,
WHEREAS, the City of Allen and the Allen Independent
School District have jointly commissioned a committee to
develop such a program; and,

WHEREAS, a School Traffic Safety Program has been devel-
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT:
Section I. That the School Traffic Safety Guidelines and
Procedures dated August 20, 1987, and recommended by the School
Traffic Safety Committee are hereby approved and adopted as the
City's guide for determining school crossing guard locations
and for placing safety or warning devices. A copy of the said
Program, identified as Exhibit "A", is attached hereto and made
a part hereof for all purposes.
Section II. That the City of Allen work in conjunction
with the Allen Independent School District to carry out the
School Traffic Safety Program.
Section III. That the School Traffic Safety Program shall
only be a guide in placing and retaining school crossing guard
locations and other safety devices.

Section IV. That the City Manager or his designee are
hereby empowered to administer and carryout the City's re-
sponsibilities in the School Traffic Safety Program as provided
herein.
Section V. That the City Manager and the School Super-
intendent or their designees can agree to place or not place
a crossing guard considering special circumstances or condi-
tions.
Section VI. This Resolution shall become effective from
and after its passage.

CITY OF ALLEN - ALLEN INDEPENDENT SCHOOL DISTRICT
SCHOOL TRAFFIC SAFETY
GUIDELINES AND PROCEDURES
I. Division of Responsibility
A. The School district shall administer the program.
As the district grows a part-time Program Coordinator
shall be hired. Administration will include hiring,
payroll and time keeping.
B. All financial responsibility will be shared equally
between the City and the School district.
1. Crossing guard salaries will be shared 50/50,
based on$350/month/guard.
2. Charges for work done by in -houses forces will not
be shared. However, if special materials, rentals
or contracting is needed, these expenses will be
shared equally.
C. Training will be provided by the Police Department.
D. Evaluations of traffic conditions will be made by
the City's Engineering Department.
E. The City's Street Department will install -and maintain
the facilities (signage, crosswalks, etc.)
II. Crossing Guards
A. Crossing guard warrants shall be determined in accord-
ance with the procedure recommended by the Institute
of Traffic Engineers (ITE) which compares the time for
school age children to cross the street in question to
the gaps that occur naturally at that street.
Adequate Gap Time (sec) = 3W5 fps + 3',y+(N-1) 2, �
W = Width of the street (ft)
3.5 fps = Walking speed
3 sec = Perception and reaction time
(N-1) 2 = Pedestrian clearance time
N = Number of rows of children in a
crossing event
2 sec = Time interval between rows
Artificial gaps shall be provided if the "Adequate Gap
Time" is not exceeded at least once per minute. ,

B. Crossing guards shall be classified as part-time employ-
ees.
C. The School District shall provide substitute guards a
needed.
D. Crossing guards shall be paid $350/month for 2 3/4
hours of work a day, 7:30 to 8:45 a.m. and 2:15 to
3:45 p.m.
E. As program administrator, the school district will hire
the guards. Training will be provided by the Police
Department and school officials.
F. The guard should report student misbehavior to the
school principal.
G. Guards should not direct traffic, but should pick
opportunities to create gaps in the traffic.
III. Requests for Crossing Guards
A'. Guards shall only be considered for elementary schools.
B. A request should be made to the school principal who
would then request that the City Engineer perform a
traffic safety survey.
C. A minimum of twenty students should regularly use the
crossing in order to qualify for a guard.
D. A crossing will be evaluated once a semester unless
the conditions have obviously changed.
E. A minimum of three surveys should be conducted before
a recommendation is made.
F. The City Manager and the School Superintendent or their
designees, can agree to place crossing guards or other
safety measures without relying on a traffic analysis.
IV. Use of Other Control Methods
A. Crosswalks - No parking shall be permitted 100 feet in
advance and twenty feet beyond to improve visibility
at the crossing.
B. Warning lights shall be placed on the school zone signs
on streets with more than two lanes of traffic or under
unusual conditions.

C. Each school shall develop a school route plan and
instruct the students on what route to take to school
and what pre -cautions to take. This should be reinforced
by the parents at home.
D. A student patrol can be placed at crossings that
do not warrant artificial means of gapping. They
shall not create gaps in the traffic, but instruct
the younger children when it is safe to cross.
E. High police visibility shall be maintained in order to
enforce compliance with the traffic controls.
F. School Zone times at elementary schools shall include
the hours between 11:00 a.m. and 1:00 p.m.
