REGULAR MEETING
December 2, 1971

Presents Mayor Frank Dugger
Councilmen C.D. Whitaker, Bob Lowman and Clifford Hart.
Absent= Johnnie Blankenship and Johnrgr Pannell.
Motion Bob Lowman Second C.D. Whitaker that minutes of previous meeting
be approved as read. Motion Carried 3 For 0 Against.
Public hearing was held on the rezoning of a portion of 513 acres in the
William Perrin Survo, Abstract 708. Mr. Neil I. Holm appeared and spoke in be-
half of the zoning change and agreed to answer any questions concerning this
request. There was no opposition presebt to speak against this zoning change.
Motion Bob lawman Second Clifford Hart that zoning request be approved and
Ordinance No. 119 be approved showing such zoning change. Motion Carried 3 For
0 Against.
A letter from Walter F. Hicks, Jr., City Engineer, was read by Mayor Dugger
redcomending approval of the final plat on High Meadows Addition No. 1. Motion
Bob Lowman Second C.D. Whitaker that plat be approved as reccomended. Motion
Carried 3 For 0 Against.
Resolution was read to Council by Mayor designating the North Texas Mun-
icipal Water District as the Regional Sewer Collection Center. Motion Q.D.
Whitaker Second Bob Lowman that Resolution be adopted as such. Motion Carried
3 For 0 Against.
Ed lynge and Bill J. Stephenson appeared before Council and asked information
on the development of 35 acres of land just North of the present Whis-Lynge Hills
development. There was some question -as to whether the existing sewer lines
would be of sufficient size to carry this development. However, after discussion
by Council and City Engineer Hicks it was determined that the existing sewer
line was of sufficient size to carry this development. The problem was found to
be in the Trunk Line from East Coats Drive South to the main Out Fall line to
Plano. Council agreed that the enlargement of this line was the City's responsibility
and they assured Mr. Iynge that this line would be increased in size by the
time their development was ready to discharge sewage into the existing lines.
City Engineer Walter F. Hicks,Jr., presented his report on the estimated cost
at tka vow line and facilities necessary to obtain water from the North Texas
Municipal Water District. Mr. Hicks projected a preliminary cost of some $659,000
for this project.
Motion Bob Lowman Second Clifford Hart that resolution be adopted giving
Mayor Dogger the authorization to sign application for Federal Grant from H.U.D.
on the propposed water line, from the North Texas Municipal Water District.
Motion Carried 3 For 0 Against.
Mr. J.D. Buchanan appeared before Council and presented information
on the bond requirements that would be needed by the City in order to finance
the construction of the proposed water line frow,the North Texas Municipal
Water District.

January 15th set as tentative date for bond election on construction
of water line from the North Texas Municipal Water District.
Motion Clifford Hart Second C.D. Whitaker that bills presented be approved.
Motion Carried 3 For 0 Against.
Motion C. D. Whitaker Second Bob Lowman that meeting adjourn. Motion Carried
3 For 0 Against.
