1. Call to Order and Announce a Quorum is Present
With a quorum-of the Allen City Council present,the Workshop of the Allen City Council was called
to order by Mayor Fulk at 6:00:.p.m. on Tuesday, April 25, 2023, in the Basement Meeting Rooms•of
Allen City Hall, 305.Century Parkway,Allen,Texas.

2.1 Planning and Building Permit Fees.

2.3 Committee Updates from City Council Liaisons.

3. Adjourn to Regular Meeting
With no further discussion,Mayor Fulk adjourned the Workshop of the Allen City Council at 6:47.p.m.

Regular Meeting
1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present,the Regular Meeting of the Allen City Council was
called to order by Mayor Fulk at 7:00 p.m. on Tuesday,April 25, 2023, in the City Council Chambers
of Allen City Hall, 305 Century Parkway,Allen,Texas.
2. Pledge of Allegiance
2.1 Posting of the Colors by Allen VFW Post 2195.

3.1 Proclamations by the Office of the Mayor.

4.1 Planning and Zoning Commission Annual Report
5. Citizens' Comments
• Jack Brothers, 501 Stretford Lane, Allen, Texas, spoke about his new job with the City of Plano
and his excitement about the Rowlett Creek project in Allen.
6. Consent Agenda
MOTION: Upon a motion made by Councilmember Cornette and a second by Councilmember Shafer,the
Council voted seven(7) for and none(0)opposed to approve the Consent Agenda as follows:
6.1 Approve minutes of the April 6, 2023, Joint City Council Workshop with the General
Obligation Bond Steering Committee.
6.2 Approve minutes of the April 11,2023,Regular City Council Meeting.
6.3 Motion to reappoint Jim Kerr to the North Texas Municipal Water District Board as a
Representative for the City of Allen for a Two-Year Term Effective June 1,2023,through
May 31,2025.
6.4 Set August 22,24,and 25,2023,as the_Dates for the City Council Budget Workshop with
City Council and Executive Staff.
The motion carried.

7.1 Conduct a Public Hearing and adopt an Ordinance to change the zoning of Lot 1,Block
1, Jones Addition from Single-Family Residential R-2 to Single-Family Residential R-6
for a property generally located north of Prestige Circle and east of Greenville Avenue.
[Windchase Ranch Addition]
Mayor Fulk opened the public hearing for this agenda item and asked anyone wishing to speak
for or against this item to do so at this time.
The following individuals spoke against this item:
Jack Brothers, 501 Stretford Lane,Allen,Texas; and,
Ted McGarity, 501 S. Greenville Avenue,Allen,Texas.
The applicant, Preston Whisenant, 8117 Preston Road, Dallas, Texas, spoke in favor of this
item.
With no one else speaking,Mayor Fulk closed the public hearing.
MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember
Cornette, the Council voted seven(7) for and none (0) opposed to deny the request to rezone
Lot 1,Block 1,Jones Addition to Single-16 Family Residential R-6. The motion carried.
8. Other Business
8.1 Calendar.
• April 24-May 2—Early Voting for the City of Allen General Election
• May 6—Election Day,7 a.m.—7 p.m.
• May 8 —Engage Allen: 2023 Bond Public Kickoff Meeting, 7 p.m., Allen ISD STEAM
Center
8.2 Items of Interest.
• Mayor Fulk thanked Jim Kerr for his service and congratulated him on his reappointment
to the North Texas Municipal Water District Board as representative for the City of Allen.
• Councilmember Cornette announced that the Allen Americans were up two games to one
and encouraged everyone to attend the games on April 28 and 29, if needed.
• Mayor Pro Tern Schulmeister shared about his "Day with S.W.A.T." training experience
with the dedicated officers of the City of Allen that he purchased at a local charity auction.
• Mayor Fulk announced Change the World Allen as his Charity of the Month for April.
• Council wished City Secretary George a very happy birthday.
