REGULAR MEETING
April 6, 1972
City Council, City of Allen
Present: Mayor Frank Dugger
Councilmen: C.D. Whitaker, Bob Lowman, Clifford Hart & Johnny Pannell.
Absent : Johnnie Blankenship
Motion Bob Lowman Second Johnny Pannell that minutes of previous meeting be
approved as read. Motion Carried 4 For 0 Against.
Wallace Campbell, Representative of HerseySparling Meter Company,appeared
before Council and presented a new Contract on the price of water meters. This
Contaact was for a reduction in the cost of meters from the previous contract
price recently signed by the City. Motion Bob Lowman Second Clifford Hart that
new Contract be approved. Motion Carried 4 For 0 Against.
Letter was read from Planning & Zoning Commission reccomending the approval
of a rezoning request by DuncanStrawn on a tract of land in the David Wetsel
Survey, Fountain Park Addition, Motion C.D. Whitaker Second Clifford Hart that
April 20th be set as date for Public Hearing on this request by Council. Motion
Carried 4 For 0 Against.
Motion C.D. Whitaker Second Bob Lowman that April 20th be set as date for
Public Hearing on annexation request by Dell Morton on 99.1$ acres in the Henry
Wetsel Survey. Motion Carried 4 For 0 Against.
Motion Johnny Pannell Second Clifford Hart that Final Plat on Windridge
Addition N1 be approved subject to approval of City Engineer. Motion Carried
For 0 Against.
Ronald Gentry, Fire Chief, appeared before Council and reccomended the
approval of Carl Gilliland as Fire Marshall. Motion Bob Lowman Second Johnny
Pannell that reccomendation be approved. Motion Carried 4 For 0 Against.
Chairman Joe Dillard of the Library Board appeared before Council and made
the following reccomendations to Council:
1. A quarterly payment of $125.00 be made to the Library to be used for the
purchase of books, let payment to be made on July let.
2. The hours of the Librarian be increased from 20 hours weekly to 25 hours
weekly.
3. That Mrs Margie Marion and Mrs Millie Womack be reappointed to the Library
Board for another term.
Motion C.D. Whitaker Second Johnny Pannell that these reccomendations be
approved. Motion Carried 4 For 0 Against.
Joe Perks appeared before Council and requested information as to the use
of the City Ball Parks for this Summer. Council agreed to appoint Mr. Perks
Baseball Commissioner for the 1972 season and a sum of $100.00 be paid him for
this service.
Neil Holm, Ross Love, J.D. Brown and John Gibson appaered bedore Council
and presented Final Plats on Hillside Village N5 and p8, also a plat showing
the proposed route of Bethany Drive from Highway No. 5 to Central Expressway.
Motion Bob Lowman Second Johnny Pannell that results of City Election on
April 1st be approved. Motion Carried 4 For 0 Against.
The Oath of Office was taken by Mayor Frank Dugger, Councilmen Clifford Hart
and C.D. Whitaker.
Motion Johnny Pannell Second C.D. Whitaker that bills presented be approved
with the exception of the bill from "Lefty" Lumpkin. Motion Carried 4 For 0 Against.
Motion C.D. Whitaker Second Clifford Hart that meeting adjourn. Motion Carried
4 For 0 Against.

PETITION FOR ANNEXATION
TO THE CITY COUNCIL OF THE CITY OF ALLEN,
TEXAS
We, the undersigned, after due notice, being a
majority of the qualified voters of the territory herein
described, hereby vote in favor of becoming a part of the
City of Allen, and in connection therewith, respectfully
represent to the City Council of the City of Allen as
follows:
1. That the property to be annexed is described as
follows:
SITUATED in Collin County, Texas, in the Henry Wetsel
Survey, Abstract No. 1026, and being the same property being
described in a deed from Novie Talley Mann, Trustee, to
Corporate Realty 71, Inc. dated June 16, 1971, and recorded
in volume 787, Page 712 Deed Records of Collin County, Texas,
and containing 98.155 acres.
2. That said property is contiguous to the present
corporate limits of the City of Allen and lies wholly
within the extraterritorial jurisdiction of the City of
Allen, Texas.
3• That said property does not exceed one-half ('',)
mile in width, and the area to be annexed does not exceed
30% of the total land area of the City of Allen as of
January 1, 1972.
