April 29, 1972
Present: Mayor Frank Dogger
Councilmen: C.D. Whitaker, Clifford Hart, Bob Lowman, Johnny Pannell
& Johnnie Blankenship.
Motion Clifford Hart Second Johnny Pannell that minutes of previous meeting
be approved as read. Motion Carried 5 For 0 Against.
Motion C.D. Whitaker Second Clifford Hart that Ordinance No. 103 be approved
annexing the Young Addition to the Corporate Limits of the City. This Ordinance
shall be retrocative to October 14, 1954. Motion Carried 5 For 0 Against.
Public Hearing was held on the request for annexation on 98.155 acres in
the Henry Wetsel Survey, Abstract No. 1026. Dell Morton, the petitioner, appeared
before Council and spoke in behalf of the Annexation, there was no opposition.
Motion Bob Lowman Second Johnnie Blankenship that Ordinance No. 124 be approved
annexing this property into the Corporate Limits of the City. Motion Carried 5
For 0 Against.
Public Hearing was held on a rezoning request by Duncan-Strawn, Inc., changing
the zoning on a 16.767 acre tract of land in the Peter Wetsel Survey, Fountain
Park Addition from it's present R-16 Classifaction to O.C. Classifaction. Buddy
Shepherd appeared and spoke in behalf of the request, there was no opposition
present. Motion C.D. Whitaker Second Bob Lowman that request be approved. Motion
Carried 5 For 0 Against.
Motion Bob Lowman Second Johnny Pannell that Ordinance No. 125, which is
new Subdivision Ordinance, be approved. Motion Carried 5 For 0 Against,
Joe Perks appeared before Council and asked information as to the operating
of the Little League Baseball program for this coming year. Council advised Mr.
Perks to go ahead and get bids on fixing the back stop and work out a workable
program to be presented to Council on this year's operation.
Howard Snider, Chairman of the Planning and Zoning Commission appeared before
Council and asked permission to hire Mike Mahoney for consultation on some of the
problems that exist with the Prelimenary Plats that are presented to the Commission.
Council advised Mr. Snider to get a written proposal from Mr. Mahoney as to the
price and of the type of service to be rendered by him and if the Commission felt
the need for his services to go ahead and engage Mr. Mahoney for this work.
Motion Bob Lowman Second Johnny Pannell that bills presented be approved,
including the bill from Lefty Lumpkin that was noTapproved at the last meeting.
Motion Carried 5 For 0 Against.
Bids on street repair was presented by Hartley Construction Company. Motion
Clifford Hart Second C.D. Whitaker that the following streets be approved for
repair at this time: Allen Drive - from Main Street North to U.S. 75, Bonham
Drive - from Main Street North to Ola Lane, Jupiter - From F.M. 2170 to State

Mr. J.D. Buchanan appeared before Council and presented information on the
selling of bonds to finance the construction of the trunk water line from the
North Texas Municipal Water Districtis line to our present location on 2170.
Motion C.D. Whitaker Second Clifford Hart that Mr. Buchanan be given authority to
proceed with the sale of these bonds at an interest rate of approximatly 7%.
Motion Carried 5 For 0 Against.

Motion Johnnie Blankenship Second C.D. Whitaker that meeting adjourn.
